CENTRAL VALW REGIONAL WATER QUALITWOONTROL BOARD <br /> INSPECTION REPORT <br /> DISCHARGER: Cherokee Freight Lines <br /> LOCATION & COUNTY: 5463 Cherokee Road and two other facilities (trailer wash and trailer <br /> boneyard) <br /> CONTACT(S): Gary Scannavino, Cherokee Freight Lines <br /> INSPECTION DATE: 26 May 2004 <br /> INSPECTED BY: Tim O'Brien/CVRWQCB <br /> ACCOMPANIED BY: Gary Scannavino <br /> OBSERVATIONS AND COMMENTS: <br /> In response to a citizen complaint, staff investigated the activities of Cherokee Freight Lines (CFL) on <br /> 26 May 2004. CFL provides transportation services, sanitizes truck trailers, and performs truck and <br /> engine repair and maintenance. The facility consists of three areas: a trailer wash facility at the <br /> intersection of Highway 99 and Cherokee Road, the dispatch and repair shop located at 5463 Cherokee <br /> Road, and the trailer bone yard/aboveground wastewater storage tanks/113.9 acre land application area on <br /> Cherokee Road slightly east and across Cherokee Road from the dispatch office. The locations are <br /> presented on the attached Facility Location Map; aerial photographs are also attached. <br /> Description of Activities at the Facilities <br /> At the trailer wash facility, tank trailer interiors are sanitized. The sanitization procedure includes the use <br /> of acid and/or caustic solutions and hot water. Water is provided by an on-site well. Boiler feed water is <br /> softened with an ion exchange process and regeneration brine is discharged to the wastewater system. <br /> Wastewater treatment consists of dissolved air floatation, storage in above ground tanks, and <br /> transportation to the land application area by truck where the wastewater is stored in above ground tanks <br /> and applied to crops with supplemental irrigation water. As is normally the case, wastewater from the <br /> trailer washing facility contains high concentrations of dissolved solids. <br /> Improper Waste Disposal <br /> On 26 May 2004 at approximately 10:00 am, I observed Cherokee Freight Lines (CFL) Truck No. 249 <br /> discharge wastewater on a dirt road that is not part of the land application area described in Waste <br /> Discharge Requirements (WDRs) Order No. 98-077. The location of the discharge is presented on the <br /> attached Facility Location Map and it is approximately one mile from the land application area approved <br /> in the WDRs. The attached photograph shows the location of the discharge and wet ground. It should be <br /> noted that other areas of the cherry orchard were not wet from irrigation and that workers were actively <br /> picking cherries. The wastewater on the dirt road possessed a strong odor consistent with an elevated <br /> Biochemical Oxygen Demand(BOD)but did not posses petroleum sheen. <br /> At approximately 3:00 pm on 26 May 2004, after performing other inspections, I traveled to CFL's trailer <br /> bone yard located on Cherokee Road where I observed water ponded on a graveled surface, and a strong <br /> odor of wastewater with elevated BOD. I then proceeded to CFL's office at 5463 Cherokee Lane and <br /> introduced myself informing the employees that I was performing an unannounced inspection. My usual <br />
