California Regional Water Quality Control Board (CRWQCB) advised <br /> Delta that the trench constituted an impoundment and, since toxic <br /> materials were present, the area is regulated by the Toxic pits <br /> Cleanup Act (TPCA) . <br /> Kip Prahl Associates prepared a proposal dated December 3 , 1987 <br /> which outlined a plan for the delineation of contamination in the <br /> area of the former pit and removal or declassification of <br /> hazardous waste from the site. According to Mr. Prahl , the <br /> CRWQCB requested detailed descriptions of the methodology by <br /> which samples will be collected, methods for isolating the <br /> contaminated soil from the environment, sample handling <br /> procedures, and quality assurance/quality control procedures . <br /> Specifically, Patricia Leary of the CRWQCB delineated the <br /> following areas of concern in a memorandum of 26 January 1988 . <br /> o A "qualified person, " having at least 5 years of full- <br /> time hydrological experience and who is certified as a <br /> Certified Engineering Geologist, Registered Geologist, <br /> or Registered Civil Engineer must be identified to <br /> complete the work required and interpret the results. <br /> o Methods Of isolating the excavated soil from the <br /> environment during evaluation of disposal options must <br /> be delineated, and the potential methods of disposal <br /> and time frame for disposal ,should be addressed. <br /> 2 <br />
