Box 960001 <br /> Stockton, CA 95296-0710 <br /> MODIFICATION OF INTERIM REMEDIAL MEASURE (IRM) WASTE DISCHARGE <br /> REQUIREMENTS (WORs), DEFENSE DISTRIBUTION REGION WEST (DDRW), TRACY, <br /> SAN JOAQUIN COUNTY <br /> This letter is in response to the 25 October 1993 letter from DDRW, Tracy, requesting an extension <br /> for the modification of its IRM WDRs. DDRW, Tracy requests an extension to allow discharge of <br /> treated ground water to the stormwater pond and waste water ponds 1 and 2 during the months of <br /> November 1993 through March 1994. The IRM discharge is currently regulated by Board Order <br /> No. 90-275, which permits disposal of treated ground water from the IRM system to the stormwater <br /> pond during the summer months (May through October). Board Order No. 89-209, which regulates <br /> the waste water treatment plant, does not allow IRM treated ground water to be discharged into the <br /> waste water treatment plant evaporation-percolation ponds. In response to a request by DDRW, <br /> Tracy dated 2 March 1993, temporary approval was granted by Board letter dated 29 March 1993, <br /> which allowed discharge of treated ground water into the stormwater pond (one month early) and <br /> discharge of treated ground water directly into the waste water treatment plant effluent evaporation- <br /> percolation ponds 1 and 2, from March through October 1993. This approval modified the makeup <br /> of the effluent in both Orders, No's 90-275 and 89-209. The approval was based on the condition <br /> that the ponds must be operated to provide sufficient capacity for their intended use. <br /> We understand that a pipeline connecting the IRM treatment system directly to waste water <br /> treatment effluent evaporation-percolation ponds 1 and 2 has been completed, and that DDRW, <br /> Tracy is currently discharging treated ground water into these ponds. Currently, the stormwater and <br /> waste water ponds are essentially empty with a majority of these ponds capacities still available. <br /> We also understand that DDRW, Tracy is proceeding with a proposal to rehabilitate the IRM <br /> injection wells to make the wells operational, and to conduct chemical testing to attempt to solve a <br /> persistent bio-fouling problem that has rendered the current injection system ineffective. <br /> As previously requested, DDRW, Tracy submitted a Report of Waste Discharge (RWD) Report, <br /> dated 15 May 1993. The RWD contained water balance tables for the ponds for a 100 year rainfall <br /> event and the average precipitation year. The water balance tables show a capacity of at least 100 <br /> gallons per minute (gpm) for the stormwater ponds and 170 gpm for the waste water ponds, during <br /> a wet or dry year. In addition, DDRW, Tracy provided photographs in the 25 October 1993 letter <br /> that showed no significant ponding of IRM treated effluent discharged at 125 gpm into the north <br />
