negotiated or insert text to explain that it might be possible.
69. Section 7.3
The title of this section includes injection as part of the description. However, the
title does not reflect that percolation ponds are also a part of the alternative.
Corrective Action: Add the use of percolation ponds to the description of the
alternative.
70. Section 7.3.1.1.1
The text is very specific as to the number of wells and details regarding the remedial
system. The text is inconsistent with the numbers presented in the FS. As a legally
binding document, it may not be prudent to commit DDRW-Tracy to this level of
detail prior to completion of the design of the remedy.
Corrective Action: Compare these details with the information presented in the FS
and revise as necessary. Include a sentence which reflects that these details are part
of the conceptual design and numbers may have to be changed to optimize final
design.
71. Section 7.3.1.1.3
The text regarding the disposal of treated groundwater needs to explain the process
by which it has been decided to commit to an additional disposal mechanism (i.e.,
percolation ponds). The text which states "consideration is also being given to . . .
surface impoundments" needs to be replaced with a definite statement of intent.
Conversely, the suggestion that irrigation may also be an option should be deleted.
Irrigation is not a part of this alternative.
Corrective Action: Explain in this section that use of ponds was not evaluated in the
OU-1 FS, however, based on public comment and a desire to have more than one
means of disposal, DDRW-Tracy intends to also dispose of groundwater via use of
ponds. Make the additional modifications to the text.
72. Section 7.3.2.2
This section, which discusses both aquifer cleanup standards and effluent treatment
standards (which are sometimes confused) needs to carefully explain the differences
to the reader. Further, the last sentence of this section seems to indicate erroneously
that all ARARs are met.
Corrective Action: Add more complete explanations of these ARARs. Delete the last
sentence.
17/40
EPA/R9 lune 7, 1993
