78. Section 7.3.2.3.2
It is not correct to state that at the end of remediation there will be "no risk"
Corrective Action: Modify the text to state that at the end of remediation risks will
be reduced to acceptable levels (i.e., to the range stated in the NCP).
79. Section 7.3.2.3.2
The statement that "if remediation is to be terminated before all cleanup standards
are met . . ." does not belong in this ROD. There is no reason to believe that this
action will be terminated at that point.
Corrective Action: Delete this sentence.
80. Section 7.3.2.6
The statement that "required permits are obtainable" is not relevant to this CERCLA
remedial action, since permits are not required.
Corrective Action: Modify this sentence to read that the intent of the 5 year review
is to evaluate the protectiveness of the remedial action.
81. Section 7.3.2.7
It is not clear whether the cost estimate includes costs for monitoring the influent
and effluent of the treatment system in order to assure that none of the potential
contaminants will be returned to the aquifer.
Corrective Action: Explain in the text how monitoring of the system's influent and
effluent are included or explain why they are excluded.
82. Section 7.3.2.9
The text states that "this alternative is expected to achieve full aquifer cleanup . . .
however, this is not the objective of this remedial action.
Corrective Action: Revise the text to say that this alternative is expected to reduce
concentrations of TCE, PCE and DCE in the aquifer to levels within the acceptable
risk range of 1x10' to 1x10"e.
83. Section 7.4.1.1
The fifth bullet in this section states "consideration is also being given to
discharging treated effluent to surface impoundments . . .". However, this discharge
mechanism is a part of the alternative and not merely a consideration.
EPA/R9 June 7, 1993 19/40
