Corrective Action: Modify this text to reflect that discharge to surface
impoundments is a part of the alternative.
84. Section 7.4.1.1.2
This section also contains indefinite statements regarding "consideration" to surface
impoundments, and possible discharge for irrigation.
Corrective Action: Replace the indefinite statement with a specific statement that
discharge includes both injection and surface impoundments. Delete the text
regarding irrigation.
85. Section 7.4.1.1.3
Again, the text contains a high level of detail regarding the design of the potential
remedy which may be interpreted as legally binding.
Corrective Action: Add text which explains that actual design may differ with
regard to flow rates, number of wells and well screening.
86. Section 7.4.2.1
The text states " . . . remediate the plume to health-based cleanup levels." However,
since DDRW-Tracy will consider the need for additional health-based cleanup levels
for groundwater remediation in the Comprehensive RI/FS, the text needs to be
modified to reflect that cleanup levels have been set at the MCLS only for TCE, PCE
and DCE.
Corrective Action: Revise the text to say " . . . the TCE, PCE and DCE concentrations
will be remediated to their respective MCLS.
87. Section 7.4.2.1
By omission of the discharge to surface impoundments the last sentence implies that
injection is the only discharge mechanism.
Corrective Action: Revise the text to include discharge to surface impoundments.
88. Section 7.4.2.2
This text states that the aquifer cleanup standards for TCE and PCE are set by the
federal and state MCLs. Whereas it is the federal MCLs for TCE and PCE which set
the cleanup standards since the state MCLs are not more stringent. Also, the text
mistakenly omits the fact that the cleanup standard for DCE is being set by the state
MCL (which is more stringent than the federal).
Corrective Action: Modify the text to correctly state which MCLs are setting the
EPA/R9 June 7, 1993 20/40
