Box 960001 <br /> Stockton, CA 95296-0710 <br /> DRAFT RECORD OF DECISION (ROD), OPERABLE UNIT NO. 1 (OU-1), DEFENSE DISTRIBUTION <br /> REGION WEST (DDRW), TRACY, SAN JOAQUIN COUNTY <br /> We have reviewed the Draft ROD for DDRW, Tracy submitted on 6 April 1993. Overall , <br /> the Draft ROD is well organized and written. However, we have several concerns with <br /> the ROD that will require revisions prior to our approval . Our primary concern is <br /> that the ROD clearly state that DDRW, Tracy has applied for waste discharge <br /> requirements (WDRs) which will regulate treatment and disposal of the groundwater. <br /> We plan to bring the WDRs to the Board for adoption prior to implementation of the <br /> OU-1 remedial action. In our review of the Draft ROD, we have listed the effluent <br /> limits that we intend to include in the WDRs for OU-1 . The effluent performance <br /> standards listed in the ROD should be consistent with the effluent limits to be <br /> established in the WDRs. <br /> Our other concerns with the Draft ROD involve the discussions and supporting <br /> graphics on the conceptual designs for the extraction and disposal systems for OU-1 . <br /> We are also concerned that the semi-annual ground water monitoring frequency <br /> proposed for the remedial action is too limited and must remain on a quarterly <br /> basis. We have a few specific comments on our Applicable or Relevant and <br /> Appropriate Requirements (ARARs) that should be included in the Final ROD. We have <br /> provided our comments in the enclosed memorandum.
