DEFENSE DISTRIBUTION REGION WEST (DDRW) <br /> TRACY FACILITY <br /> TECHNICAL REVIEW COMMITTEE (TRC) MEETING <br /> MINUTES <br /> 23 MARCH 1993 <br /> DDRW gave all attendees a package which included information on <br /> the Superfund process , maps of the Sharpe and Tracy Facilities , <br /> background/historical information, a list of environmental <br /> studies conducted at DDRW Tracy, information on the DDRW Tracy <br /> OU#1 Proposed Plan, ongoing work being performed at DDRW Tracy, <br /> and points of contacts at the DDRW Environmental Protection <br /> Division. <br /> Brief description of the Comprehensive Environmental Response, <br /> Compensation, and Liability Act (CERCLA) and how it affects DDRW <br /> Tracy: <br /> Ground water contamination was discovered in 1980 after an <br /> investigation. The U.S. Environmental Protection Agency <br /> (EPA) placed DDRW Tracy on the National Priority List (NPL) in <br /> August 1990 after hazard ranking. DDRW scored 31 . 25 on the <br /> Hazardous Ranking System (HRS ) . DDRW then challenged the score <br /> of 31 . 25 . DDRW was rescored and the HRS score increased to <br /> 37 . 16 . <br /> A Remedial Investigation (RI ) was performed by Woodward-Clyde <br /> Consultants . The RI confirmed ground water contamination in the <br /> form of Tetrachloroethene (PCE ) and Trichloroethene (TCE ) plumes <br /> emanating off depot in a northeasterly direction. A Feasibility <br /> Study (FS ) was then performed to determine how to address the <br /> problems discovered in the RI . A ground water Interim Remedial <br /> Measure ( IRM) unit was constructed to start treating the "hot <br /> spot. " The IRM unit pulls the contaminated water from the <br /> aquifer with the assistance of six extraction wells . The treated <br /> water is currently being stored in the Tracy Facility's storm <br /> water pond. Concurrent with comopletion of the groundwater <br /> RI/FS, Operable Unit #1 (OU-1 ) was designated for the volatile <br /> organic compound (VOC) Remedial Action (RA) at the Tracy <br /> Facility. The first operable unit represents the ground water <br /> contamination. DDRW is beginning a Site Wide RI/FS which will <br /> explore soil contamination and possibly contaminated solid waste <br /> management units (SWMUs ) . <br /> DDRW recently completed the Proposed Plan for OU-1 the ground <br /> water clean up and is in the process of negotiation and signing a <br /> Record of Decision (ROD) . After the ROD is signed, the remedial <br /> design process will begin. <br /> 1 <br />
