' • . {ECA <br /> NOV 18 1992 <br /> ENVIRONMEN I AL HLALTH <br /> PERMIT/SERVICES <br /> PROPOSED PLAN FOR CONTAMINATED GROUNDWATER REMEDIATION <br /> OF OPERABLE UNIT NO. 1 <br /> AT DEFENSE DISTRIBUTION REGION WEST-TRACY <br /> TRACY, CALIFORNIA <br /> OCTOBER 1992 <br /> INTRODUCTION <br /> The Defense Distribution Region West-Tracy (DDRW-Tracy), in cooperation with the Central <br /> Valley Regional Water Quality Control Board (RWQCB), the California Environmental <br /> Protection Agency Department of Toxic Substances Control (DTSC), and the U.S. <br /> Environmental Protection Agency (EPA), is requesting public comment on measures to <br /> address environmental contamination in Operable Unit No. 1 at the DDRW-Tracy Superfund <br /> site in Tracy, California. <br /> This Proposed Plan is a public document required by the EPA Superfund law, the <br /> Comprehensive Environmental Response, Compensation and Liability Act (CERCLA), <br /> Section 117(a). CERCLA is a federal law passed in 1980 and modified by the Superfund <br /> Amendments and Reauthorization Act of 1986 (SARA). The act created a trust fund, known <br /> as Superfund, to investigate and clean up hazardous waste sites. The acts specify procedures <br /> for investigating Superfund sites (these investigations are called "Remedial Investigations"), <br /> for studying and evaluating cleanup alternatives (these studies are called "Feasibility <br /> Studies"), and for documenting the final decision (the 'Record of Decision"). See Figure 1 <br /> for a chart describing the Superfund process. <br /> This Proposed Plan concerns the cleanup of groundwater contaminated with the solvents <br /> trichloroethene (TCE), tetrachloroethene (PCE) <br /> which have migrated off site to the northeast. The on-site and off-site <br /> groundwater zone of contamination, or plume, emanating from the northern part of the depot <br /> has been designated as DDRW-Tracy Operable Unit No. 1 (OU #1), to be considered for <br /> cleanup in advance of completion of a comprehensive site-wide remedial investigation/ <br /> feasibility study (RI/FS) and Record of Decision (ROD).
