WHAT IS SUPERFUND?
Superfund is a program established by Congress in 1980 under the Comprehensive Environment Response, Compensation, and Liability Act (CERCLA), and reauthorized in
1986, to respond directly to the nation's hazardous waste problems that threatens public health and the environment. CERCLA established a trust fund (Superfund)to finance
the investigation and cleanup of sites where the responsible parties are unknown, unwilling, or incapable of resolving the environmental problems, and for EPA oversight.
This law also imposes criminal and civil liabilities for releases of hazardous substances.
Site NPL Ranking Remedial Feasibility Public Record of Remedial Remedial
Discovery List Investigation Study Comment Decision Design Action
(RI) (FS) Period (ROD)
Interim Cleanup Actions Occur When Necessary
Contamination is The Site is The RI The FS identifies During a formal EPA documents Detailed A qualified
first discovered. listed on EPA's identifies the and evaluates public comment the selected specifications contractor is
National sources and cleanup options period, the cleanup for the selected selected to
Priorities List, areas of for the RVFS report and option(s)for the remedy are begin the
N becoming contamination. contamination EPA's preferred Superfund site developed. cleanup
eligible for problems. cleanup in the Record of Enforcement according to
remedial action option(s)are Decision. activities with specifications.
under available for potentially
Superfund. public review responsible
and formal parties are
comment. pursued.
EPAwill
consider these
comments and
respond to them •
in writing.
Community Involvement Activities Occur Throughout the Superfund Process
Source: Modified from EPA
Figure 1.
