• Page liv. Solid Waste Disposal: The existing Corral Hollow landfill site is reaching capacity <br /> and will be closed in the near future. The document does not speak to what an increase in <br /> disposal amounts will do to the life expectancy of existing landfills or if a new landfill site is <br /> being considered. The consultants do not discuss what the San Joaquin County Integrated Waste <br /> Management Plan (SJCIWMP) has to say about sites, capacities, locations and life expectancies <br /> with a comparison of how the projected growth would impact the plan. There should be further <br /> discusion regarding Tracy's committment to assist the County in expanding landfill capacities <br /> or to find an alternate site rather than the mitigation that Tracy will comply with the SJCIWMP. <br /> Page lix. Public Safety/Hazardous Materials 1881 The Tracy Defense Depot will be surrounded <br /> by Tracy's area of influence. No mention is made in the EIR regarding the fact that the Depot <br /> is a federal superfund site, that there is groundwater contamination, that the plume extends off <br /> site to the North East, and that currently there is on-going site evaluation and clean-up with the <br /> California Central Valley Regional Water Quality Control Board as the lead agency. Any <br /> development around this site would be restricted by Article 11 of the California Health & Safety <br /> Code. In addition, no mention is made about the impact that the Livermore Site 300 may have. <br /> We think these impacts are more than "Less than significant." <br /> Page 5. Introduction: San Joaquin Counter It would be more correct to say that the project site <br /> is "located within San Joaquin County" rather than "directly adjacent." <br /> • Paee 401, Storm Drainage Tracy Hills/Patterson Pass Area• Our concern is that during the <br /> middle 1980's, this area was impacted by a rainfall so heavy that water flowed from the Western <br /> hills over drainage channel levees and spread in sheets over the surrounding ground and streets. <br /> Farm land, orchards and the sewage treatment plant at Duel Vocational Institute were inundated <br /> for days. Is 80 cfs peak outflow the maximum 100 year event to be expected and will the <br /> diameter pipes specified, detention basins, and modified drainage channels handle the anticipated <br /> flows?
