Barget, CE <br /> Chief Facilities Engineer <br /> Defense Distribution Region West <br /> 25600 Chrisman Road <br /> Tracy, CA 95376 <br /> ANNUAL INSPECTION OF DOMESTIC WATER SYSTEM <br /> This letter confirms the inspection of the Tracy Depot domestic water <br /> system on November 15, 1991, by Joseph o. Spano, Associate Sanitary <br /> Engineer. The inspection and a review of the data submitted previously <br /> by the Tracy facility revealed the following deficiencies, <br /> 1. The Domestic Water Quality and Monitoring Regulations require <br /> organic chemical monitoring to be repeated every 2 years. since <br /> the original monitoring was initiated in June of 1989 , the repeat <br /> monitoring should have been done in June of 1991. Repeat organic <br /> chemical monitoring is now overdue. Although the first phase of <br /> organic chemical monitoring initiated in June of 1989 consisted of <br /> a series of 4 consecutive quarterly samples from each well, repeat <br /> organic chemical monitoring can be limited to a single sample from <br /> each well unless the analyses indicate that some organic chemical <br /> contamination is present. <br /> 2 . The fourth quarterly organic chemical sample taken from Well No. 7 <br /> in March of 1990 indicated that the well was contaminated with <br /> diethylhexylphthalate (DEHP) at 12 ppb. The Department has no <br /> evidence that the Depot took the necessary two follow-up samples to <br /> either confirm the presence of the contaminant in the well or to <br /> verify that the 12 ppb result was a false positive. This follow-up <br /> 'monitoring was requested in December of 1990. <br /> 3 . The first quarterly organic chemical samples taken from both Well <br /> No. 4 and Well No. 7 in June of 1989 indicated that both wells were <br /> contaminated with glyphosate at 5 ppb. The Department has no <br /> evidence that the Depot took the necessary two follow-up samples to <br /> either confirm the presence of the contaminant in the well or to <br /> verify that either or both of the positive findings were false <br /> positives. <br /> 4 . The emergency notification plan for the system must be updated to <br /> include the names and telephone numbers of current responsible <br /> personnel .
