sampling program and could look at 25 off-site wells , but not <br /> before the end of the third round of sampling . <br /> After much discussion it was agreed the wells to look at were <br /> those down or cross gradient . <br /> EPA expressed the opinion that DDRW-WB should be looking at <br /> these private wells (at least the contaminated ones) monthly. <br /> DDRW and the State RWQCB disagreed. <br /> The question of who was responsible for the carbon <br /> tetrachloride and chloroform in the Rose and Robertson wells <br /> came up . DDRW Tracy stated it does not feel it is responsible <br /> and that we have sufficient analytical data to support our <br /> claim. The question was asked of the regulators , 'Who is <br /> responsible to follow this up (carbon tet/chloroform <br /> pollution) ? ' State water said they would talk to the <br /> industrial site manager who has some sites due south of the <br /> Rose well , which might be responsible for the chloroform. <br /> No one had any idea where the carbon tet might have come from, <br /> although , it was suggested by DDRW Tracy that it may have <br /> emanated from above ground storage tanks at the tip of the DDRW <br /> triangle , in the old railroad town of Lyoth . <br /> Everyone expressed concern for the Rose ' s and Robertson ' s and <br /> it was suggested and agreed to that DDRW Tracy provide bottled <br /> water to the Rose ' s . DDRW Tracy said we would not at this time <br /> agree to provide bottled water for the Robertson ' s because this <br /> might set a legal precedent and make us responsible for the <br /> carbon tet and chloroform problems , but we would discuss this <br /> with our legal staff for a final decision . <br /> DDRW environmental staff asked if RWQCB would provide the <br /> information on the industrial sites south of the Rose ' s on <br /> Banta Road. RWQCB said it was public record data and DDRW-WB <br /> said we would get Woodward-Clyde to check it out . <br /> The EPA suggested that two quarters of data are not really <br /> representative of a trend as far as the plume goes ; everyone <br /> agreed we need more data. No one suggested a direct course of <br /> action to control the spread of the plume other than collecting <br /> more data. <br /> When asked , the County representatives said it should be <br /> possible to put extraction wells in on the highway (Banta Road) <br /> easement . <br /> The RWQCB agreed to take a couple more rounds of samples at the <br /> Rose and Robertson residences , but that would be the limit of <br /> their involvement . The EPA praised them for doing what they <br /> had already and felt they went above their requirements ! <br />
