WASTE DISCHARGE REQUIREMENTS -3- <br /> DEFENSE DISTRIBUTION REGION WEST TRACY <br /> SAN JOAQUIN COUNTY <br /> d. The performance monitoring of the cleanup system to gauge its <br /> effectiveness. This includes the installation of five wells to monitor <br /> the extraction system and five wells to monitor the injection system. <br /> e. The assessment of the effect of this interim ground water cleanup <br /> system on ground water contamination, including the development of a <br /> numerical ground water contaminant transport model . <br /> 11 . The existing storm drain holding pond collects stormwater runoff at DDRW. <br /> Stormwater runoff to the storm drain pond is currently being monitored <br /> pursuant to Board Order No. 89-209. <br /> 12. The beneficial uses of the ground water are domestic, municipal , <br /> industrial , and agricultural supply. <br /> 13. The Board adopted a Water Quality Control Plan for the Sacramento-San <br /> Joaquin Delta Basin (5B) , 2nd Edition, which contains water quality <br /> objectives for all waters of the Basin. These requirements are consistent <br /> with that Plan. <br /> 14. The Discharger is required to protect the environment to the greatest <br /> degree possible (Public Resources Code, Section 21000, et seq. ) . <br /> 15. The Defense Logistics Agency has adopted a Negative Declaration in <br /> accordance with the California Environmental Quality Act (CEQA) , (Public <br /> Resources Code Section 21000, et seq. ) , and the State Guidelines. The <br /> project's Initial Study indicates that the project will not have <br /> significant impacts on the environment. The Department of Health <br /> Services, the Lead Administrative Agency for CEQA compliance, has <br /> concurred with this determination. The Board has reviewed the EIR and has <br /> determined there are no significant impacts on water quality. <br /> 16. This discharge is exempt from the requirements of Chapter 15, Division 3, <br /> Title 23, of the CCR, pursuant to Section 2511 (b) because the Board has <br /> issued waste discharge requirements, the discharge is in compliance with <br /> the Basin Plan, and the wastewater is not a 'hazardous waste' according to <br /> Chapter 30, Division 4, Title 22, CCR. <br /> 17. The Board has notified the Discharger and interested agencies and persons <br /> of its intent to prescribe waste discharge requirements for this <br /> discharge. <br /> 18. The Board, in a public meeting, heard and considered all comments <br /> pertaining to the discharge. <br /> 19. The Board adopted Order No. 90-220 regulating the discharge. The Order <br /> was inadvertently adopted without revisions the staff intended to include. <br />
