WASTE DISCHARGE REQUIREMENTS -4- <br /> DEFENSE DISTRIBUTION REGION WEST TRACY <br /> SAN JOAQUIN COUNTY <br /> IT IS HEREBY ORDERED that Order No. 90-220 is rescinded, and the Discharger, in <br /> order to meet the provisions contained in Division 7 of the California Water Code <br /> and regulations adopted thereunder, shall comply with the following: <br /> A. Discharge Prohibitions: <br /> 1 . The direct discharge of wastes to surface waters or surface water <br /> drainage courses is prohibited. <br /> 2. The by-pass or overflow of untreated or partially treated waste is <br /> prohibited. <br /> B. Effluent Limitations: <br /> The discharge of effluent in excess of the following is prohibited: <br /> Daily <br /> Constituent Units Maximum <br /> TCE µg/1 1.0 <br /> PCE µg/l 1.0 <br /> C. Discharge Specifications: <br /> 1. POTABLE WATER START-UP: <br /> Prior to operating the ground water cleanup system with contaminated <br /> water, potable water shall be circulated through the air stripper <br /> facility and the disposal system to confirm that the hydraulics of <br /> these systems are adequate. The following requirements apply to this <br /> "Potable Water Start-up Phase" : <br /> (i ) The potable water start-up test shall last a minimum of eight <br /> (8) hours. <br /> (ii ) The flow rate shall be at a minimum of 100 gpm, and shall be <br /> increased to 500 gpm for at least two (2) continuous hours. <br /> (iii) The steady state reinjection capacity of the three injection <br /> wells shall be determined. The injection field shall be <br /> monitored per the "8-Hour Potable Water Start-up Phase <br /> Monitoring" plan in the attached Monitoring and Reporting <br /> Program No. 90-275. <br /> (iv) All treatment, transport, and disposal components (including <br /> pumps, valves, liquid level controllers, pipelines, blowers, <br /> flow meters, pressure gauges, etc. ) shall be inspected for leaks <br /> and/or malfunctions. In addition, the system's automatic <br /> controls, including the alarm/notification and shutdown systems, <br /> must be inspected and certified operational . <br />
