WASTE DISCHARGE REQUIREMENTS -6- <br /> DEFENSE DISTRIBUTION REGION WEST TRACY <br /> SAN JOAQUIN COUNTY <br /> ( iv) All equipment, instrumentation, and alarm/notification systems <br /> shall be inspected throughout the duration of the "Prove-out" , <br /> and certified operational . <br /> (v) The Discharger shall operate the extraction wells to produce the <br /> most effective hydraulic barrier to off-Depot contaminant <br /> migration. <br /> (vi) The Discharger shall evaluate the ability of the air stripper <br /> system to meet nondetectable limits (per EPA Method 8010) for <br /> TCE and PCE (0. 12 and 0.03, respectively). <br /> (vii ) The operation of the interim ground water cleanup system shall <br /> cease at the end of the 96-hour Prove-out period. The <br /> Discharger shall not resume operation of this system until the <br /> Board has reviewed the "Prove-out of System Report" (Provision <br /> D.4) and authorizes operation in writing. <br /> 4. FULL SCALE OPERATIONS: <br /> The Discharger shall not initiate the full scale operation of the <br /> interim ground water cleanup system until the Board and the Department <br /> of Health Services have reviewed the "Prove-out of System Report" <br /> (Provision D.4. ) , and have both approved the full scale operation of <br /> the system. The following requirements apply to this "Full Scale <br /> Operations" phase. <br /> ( i ) All extracted ground water shall be treated by the air stripper <br /> facility and discharged to the storm drain holding pond and/or <br /> to the injection well field. <br /> (ii ) The discharge of treated ground water to the three injection <br /> wells shall not exceed the steady state reinjection capacity of <br /> the wells as determined during the "Potable Water Start-up" <br /> phase (Discharge Specification C.1. ) . <br /> ( iii) Discharges of treated ground water to the storm drain holding <br /> pond shall be prohibited between 1 November and 30 April , unless <br /> the Discharger submits documentation to the Board that <br /> demonstrates that a discharge is necessary to maintain the <br /> ecological systems present in the pond, and that the discharge <br /> would not significantly reduce the storm water retention <br /> capacity of the pond. <br /> (iv) The Discharger shall operate the extraction wells to produce the <br /> most effective hydraulic barrier to off-Depot contaminant <br /> migration. <br /> (v) The Discharger shall operate the air stripper to maximal VOC <br /> removal efficiencies. <br />
