WASTE DISCHARGE REQUIREMENTS -7- <br /> DEFENSE DISTRIBUTION REGION WEST TRACY <br /> SAN JOAQUIN COUNTY <br /> (vi ) The system operations during this phase shall be monitored per <br /> the "Full Scale Operational Phase Monitoring" plan in the <br /> attached Monitoring and Reporting Program No. 90-275. <br /> (vii ) All treatment, transport, and disposal components ( including <br /> pumps, valves, liquid level controllers, pipelines, blowers, <br /> flow meters, pressure gauges, etc. ) shall be inspected daily for <br /> leaks and/or malfunctions. In addition, the system' s automatic <br /> controls, including the alarm/notification and shutdown systems, <br /> must be tested and certified operational on a monthly basis. <br /> 5. Neither the treatment nor the discharge shall cause a nuisance or <br /> condition of pollution as defined by the California Water Code, <br /> Section 13050. <br /> 6. The discharge shall not cause degradation of any water supply. <br /> 7. Collected screening, sludges, and other solids removed from liquid <br /> wastes shall be disposed of in a manner consistent with Subchapter 15, <br /> Chapter 3, Title 23, CCR. <br /> 8. The discharge shall not have a Ph less than 6.5 nor greater than 8.5. <br /> D. Provisions: <br /> 1 . The Discharger may be required to submit technical reports as directed <br /> by the Executive Officer. <br /> 2. The Discharger shall comply with the attached Monitoring and Reporting <br /> Program No. 90-275. <br /> 3. The Discharger shall submit to the Board and the Department of Health <br /> Services the following reports/documents for approval at least two <br /> weeks prior to the commencement of the "Potable Water Start-up" phase <br /> of the interim ground water cleanup system: <br /> a. Geologic well logs and well development data sheets for all <br /> extraction, injection, and monitoring wells. <br /> b. The "Installation Data Report" containing a record of the <br /> interim ground water cleanup system as installed, including <br /> completed installation check lists for each component and the <br /> results of the hydrostatic tests conducted on the systems' <br /> pipelines. <br /> C. The "Site Specific Quality Management Plan" (SSQMP) containing <br /> Quality Assurance and Quality Control (QA/QC) procedures <br /> involved in the collection, preservation, packaging, and <br /> transport of samples, field testing, laboratory analyses <br /> (including the mobile laboratory QA/QC procedures) , record <br /> keeping, data management, and chain-of-custody. <br />
