• <br /> WASTE DISCHARGE REQUIREMENTS -6- <br /> DEFENSE DEPOT TRACY <br /> SAN JOAQUIN COUNTY <br /> ( ii ) The system operations during this phase shall be monitored per <br /> the "Prove Out of System Phase Monitoring" plan in the attached <br /> Monitoring and Reporting Program No. 90-— <br /> (iii ) Each extraction well pump shall be operated for at least one <br /> hour to confirm that the pump operates properly. Each pump <br /> shall be observed through three complete pumping cycles to <br /> confirm that each pump' s liquid level controller is operating <br /> properly. In addition the system' s automatic controls, <br /> including the alarm/notification and shutdown systems, must be <br /> inspected and certified operational . <br /> 3. PROVE OUT OF SYSTEM: <br /> The Discharger shall not initiate this phase of the startup until the <br /> requirements of the "Contaminated Water Startup" phase has been <br /> successfully completed per Discharge Specification C.2. (above) . The <br /> following requirements apply to this "Prove Out of System" phase. <br /> ( i ) The "Prove Out Of System" phase shall last a minimum of 96 <br /> consecutive hours. <br /> (ii) All extracted ground water shall be treated by the air stripper <br /> facility and discharged to the storm drain holding pond only. <br /> Discharge to the injection wells is prohibited. <br /> ( iii ) The system operations during this phase shall be monitored per <br /> the "Prove Out of System Phase Monitoring" plan in the attached <br /> Monitoring and Reporting Program No. 90- <br /> (iv) All equipment, instrumentation, and alarm/notification systems <br /> shall be inspected throughout the duration of the "Prove Out" , <br /> and certified operational . <br /> (v) The Discharger shall operate the extraction wells to produce the <br /> most effective hydraulic barrier to off-Depot contaminant <br /> migration. <br /> (vi) The operation of the interim groundwater cleanup system shall <br /> cease at the end of the 96-hour Prove Out period. The <br /> Discharger shall not resume operation of this system until the <br /> Board authorizes operation in writing. <br /> 4. FULL SCALE OPERATIONS: <br /> The Discharger shall not initiate the full scale operation of the <br /> interim groundwater cleanup system until the Board and the Department <br /> of Health Services have reviewed the "Prove Out of System Report" <br /> (Provision D.4. ) , and have both approved the full scale operation of <br /> the system. The following requirements apply to this "Full Scale <br /> Operations" phase. <br />
