e8 01 03: 08P DDJC-FA 209 839 4949 P_ 2 <br /> DEFENSE LOGISTICS AGENCY <br /> DEFENSE DISTRIBUTION DEPOTSAN JOAQUIN <br /> P.O.BOX 960001 <br /> STOCKTON,CA 95296 <br /> IN REPLY <br /> REFER TO DDJC-FA <br /> August 27, 2001 <br /> Mr. Michael Work <br /> U.S. Environmental Protection Agency <br /> Region 9 <br /> 75 Hawthorne Street <br /> San Francisco, CA 94105-3901 <br /> Dear Mr. Work: <br /> Pursuant to the DDJC-Tracy Site Federal Facilities Agreement (FFA), Defense Distribution <br /> Depot San Joaquin (DDJC) requests an extension for the DDJC-Tracy draft final Amendment to <br /> the Record of Decision (ROD)for DSTRTS 72, OU-1 GWTP surface discharge, and SWMU 4 <br /> (Primary Document), and the Remedial Action Report, Small Excavations (SWMUs 4, 6, 20, 27 <br /> and Wet Season Controls) (Primary Document). <br /> Furthermore, DDJC requests the removal of the Design, Construction QA/QC Plan and <br /> Remedial Action Work Plan for SWMU 4(Primary document) from the FFA schedule, due to the <br /> acceptance of Alternative 3a for SWMU 4 in the Amendment to the DDJC-Tracy ROD. <br /> This extension is requested in accordance with Sections 9.2(b), 9.2(d), 9.2(e) and 26.1 of the <br /> FFA. <br /> The Amendment to the ROD extension is requested to respond adequately to recently received <br /> comments from regulatory agencies, and to better accommodate the development of a proposed <br /> plan and public meeting/review timetable for the document. Comments on the draft ROD <br /> Amendment were due on 13 July fir om the regulatory agencies; the latest comments received <br /> were dated 31 July 2001. An extension is therefore necessary to adequately respond to and <br /> incorporate these comments. <br /> The Remedial Action Report for Small Excavations extension is requested to respond adequately <br /> to recently received comments from regulatory agencies. Comments on the draft RAR report <br /> were due on 29 June 2001, from the regulatory agencies; the latest comments received were <br /> dated 6 August 2001. An extension is therefore necessary to adequately respond to and <br /> incorporate these comments. <br /> The request to remove the SWMU 4 design/work plans from the FFA schedule is due to the <br /> agreement to accept Alternative 3a in the Amendment to the ROD for this site. Alternative 3a <br /> calls for continued groundwater and stormwater monitoring, the installation of a weir and <br /> inclusion of the site as part of the next 5 Year Review. This remedy is already being undertaken <br /> as part of the DDJC-Tracy monitoring program, and the weir was designed, installed, and <br /> documented as part of the Small Excavations design and RAR reports.
