objectives. Please explain how the cleanup goals were derived and how <br /> the data interpretation is impacted by the elevated reporting limits. <br /> 5. The Report does not indicate at what depths soil samples were collected <br /> (with the exception of the selected data presented in figures and <br /> tables) . Since for PCBs and pesticides the highest concentrations are <br /> expected to be present in the top few inches of the soil, please clarify <br /> at what depths all the samples were collected. EPA had previously <br /> commented on the fact that samples should be collected from the top six <br /> inches of soil as part of the review of the "Draft Defense Site <br /> Environmental Reporting and Tracking System 72 (DSERTS 72) Sampling and <br /> Analysis Work Plan" dated July 14, 1999. <br /> 6. The Report provides a summary table in Appendix A of the 1998 analytical <br /> results including sample number, detection limits, and cleanup goals. <br /> No such tables are provided for data presented in Appendix B (October <br /> 1999 analytical results) and Appendix C (March 2000 analytical results) . <br /> To facilitate the review process, please include summary tables in <br /> Appendix B and C. <br /> SPECIFIC COMMENTS <br /> 1. Table 2-1: The table lists maximum concentrations detected in the 1998 <br /> stockpile sampling event. The Report does not indicate that the listed <br /> maximum concentrations were detected in the same soil sample (SO-008 or <br /> ICFSPS7) and that the duplicate sample (SO-009) contained slightly <br /> higher concentrations (i.e. , 2.588 mg/kg DDX, 0.11 mg/kg chlordane, 0.35 <br /> mg/kg endrin, and 0. 72 mg/kg selenium) . In addition, according to <br /> Appendix A, the detection frequencies listed in Table 2-1 pertain to the <br /> number of times a compound was detected above the cleanup goal rather <br /> than the number of times a compound was just detected. Furthermore, <br /> endrin was detected above the cleanup goal in 3 (SO-005 at 0.17 mg/kg, <br /> at SO-003 at 0.18 mg/kg, and at SO-008 at 0.32 mg/kg) out of 7 samples <br /> (not 2 out of 7 as indicated in the table) . Please discuss the <br /> duplicate sample results, the fact that the maximum concentrations <br /> listed in Table 2-1 were all detected at one sample location, change the <br /> title of Table 2-1 to indicate that the detection frequencies .shown <br /> pertain to the number of times a compound was detected above the cleanup <br /> goal, and correct the sampling frequency for endrin to 3 samples out of <br /> 7. This comment will also affect Figure 2-1 (endrin was incorrectly <br /> identified as selenium at SO-005 in Figure 2-1) . <br /> 2 <br />
