The following wells were not sampled <br /> according to the above-mentioned Table 6.4-1, but are not <br /> listed in Table 3-1: EWO10AU, EWOIIAU, EW015A, LM003AA, LM079B, <br /> LM11A and LM121A (requested analysis was for BTEX not TPH-G) , <br /> and LM170AU through LM173AU. In addition, sampling of well P008 <br /> and faucet SW001 was performed, but the well and faucet are not <br /> listed in Table 6.4-1. Please, revise Table 3-1 to indicate <br /> that all the requested analyses were performed or explain why <br /> the required analyses were not performed. <br /> The EPA has previously provided comments on Table 6.4-1 in the <br /> Draft 1999 Annual Monitoring Report (Specific Comment 15 in <br /> January 21, 2000 EPA Comments) . The Army' s response (dated <br /> April 15, 2000) was that the comments will be addressed in the <br /> text of the annual report. However, the EPA has not been able <br /> to review the Army's specific responses and, therefore, a final <br /> evaluation of the adequacy of the sampling program cannot be <br /> determined at this time. <br /> SPECIFIC COMMENTS <br /> 1. Table 3-1: The table indicates that several extraction wells were not <br /> operating due to pump failure. However, neither the text of the Report <br /> nor the table indicate which steps will be taken to repair the pumps and <br /> what the expected time frame is for restarting the pump operations. For <br /> completeness, please indicate in the text of the Report or as a footnote <br /> to Table 3-1, which steps will be taken to repair the pumps and what the <br /> expected time is for restarting the pump operations. <br /> 2. Table 3-7: The table presents anomalous concentration measurements. <br /> However, no attempt is made to evaluate the results with respect to <br /> plume migration, identification of new plumes, or data quality problems. <br /> Since no chemical concentration maps are provided and no evaluation of <br /> the data is performed, the information presented in Table 3-7 is not <br /> sufficiently meaningful. Therefore, please revise the Report to include <br /> chemical concentration maps for TCE and PCE, at a minimum, and provide a <br /> brief evaluation regarding plume migration and identification of <br /> potentially new plumes in the text of the Report. In addition, please <br /> provide an evaluation of the anomalous concentration measurements and <br /> how these measurements impact data usability and the current <br /> understanding of plume migration. <br /> 3. Appendix B, Treatment Plant Information: The table shows that the <br /> treatment plants were frequently shut down during 1400. Especially <br /> treatment plant #2 was shut down 68% of the time.
