The following wells were not sampled according to the above-mentioned Table 6.4-1, but are not listed in Table 3-1: EWO10AU, EWOIIAU, EW015A, LM003AA, LM079B, LM11A and LM121A (requested analysis was for BTEX not TPH-G) , and LM170AU through LM173AU. In addition, sampling of well P008 and faucet SW001 was performed, but the well and faucet are not listed in Table 6.4-1. Please, revise Table 3-1 to indicate that all the requested analyses were performed or explain why the required analyses were not performed. The EPA has previously provided comments on Table 6.4-1 in the Draft 1999 Annual Monitoring Report (Specific Comment 15 in January 21, 2000 EPA Comments) . The Army' s response (dated April 15, 2000) was that the comments will be addressed in the text of the annual report. However, the EPA has not been able to review the Army's specific responses and, therefore, a final evaluation of the adequacy of the sampling program cannot be determined at this time. SPECIFIC COMMENTS 1. Table 3-1: The table indicates that several extraction wells were not operating due to pump failure. However, neither the text of the Report nor the table indicate which steps will be taken to repair the pumps and what the expected time frame is for restarting the pump operations. For completeness, please indicate in the text of the Report or as a footnote to Table 3-1, which steps will be taken to repair the pumps and what the expected time is for restarting the pump operations. 2. Table 3-7: The table presents anomalous concentration measurements. However, no attempt is made to evaluate the results with respect to plume migration, identification of new plumes, or data quality problems. Since no chemical concentration maps are provided and no evaluation of the data is performed, the information presented in Table 3-7 is not sufficiently meaningful. Therefore, please revise the Report to include chemical concentration maps for TCE and PCE, at a minimum, and provide a brief evaluation regarding plume migration and identification of potentially new plumes in the text of the Report. In addition, please provide an evaluation of the anomalous concentration measurements and how these measurements impact data usability and the current understanding of plume migration. 3. Appendix B, Treatment Plant Information: The table shows that the treatment plants were frequently shut down during 1400. Especially treatment plant #2 was shut down 68% of the time.
