Sep 29 03 03: 03p DDJC-FR 209 839 4949 p. 2 <br /> r <br /> DEFENSE LOGISTICS AGENCY <br /> DEFENSE DISTRIBUTION DEPOT SAN JOAOUIN <br /> P.O.BOX 960001 <br /> STOCKTON,CA 96296 <br /> IN REPLY <br /> REFER M PRE-CERTIFICATION INSPECTION <br /> September 29. 2003 <br /> TINS,PrC-CertifiCation of inspection for Solid Waste Management Unit(SWMU)27 at Defense <br /> Distribution Depot San Joaquin California(DDJC),Tracy, California has been prepared in <br /> accordance with United States Environmental Protection Agency final guidance, "Close Out <br /> Procedures for National Priorities List Sites(January 3. 2000),"and the remedial action <br /> reauirements specified in the Final Site-Wide Comprehensive Record of Decision(ROD). <br /> The recommended alternative in the ROD for site remediation required the following <br /> I) Excavating the former waste oil sumo: <br /> 2) Excavating soil contaminated with PAHs, PCBs,petroleum hydrocarbons, and herbicides <br /> (2,4-D, MCPA,and 2,4,5-T)from beneath the railroad tracks(between SB471 and S8470); <br /> 3) Excavating soil contaminated with MCPA(a herbicide)at SB469(the area of a suspected <br /> herbicide spill; <br /> 4) Excavating soil to 16 ft bgs around the former waste oil sump and to 5 ft bgs in the vicinity of <br /> SB469_ SB470. and SB471: <br /> 5) Excavation and transportation to an off-depot disposal facility a total of approximately 130 <br /> cubic yards (170 tons) of soil and concrete; <br /> 6) Collection of confirmation samples tpeneure that the cleanup standards are attained: <br /> 7) Backfill of the excavation with clean soil, imported from off-depot, to replace the excavated <br /> material; and <br /> 8) Perfor;t nce of groundwater sampling for VOCs. SVOCs_and herbicides as part of the Well <br /> Monitoring Program to evaluate the effectiveness of the selected remedy. <br /> As stated in the Final Remedial Action Report for the SWMU 27 Small Excavation Site, the first <br /> seven elements from the ROD, as presented above,have been met or exceeded during remedial <br /> action fieldwork. Fieldwork associated with remedial action at SWMU 27 was inspected on a <br /> daily basis over the course of project activity: from June 7. 1999 to September 1. 1999.
