Draft Final Site-Wide ROD -3- 26 January 1998 <br /> DDJC Tracy <br /> In addition, for clarity, we request that where the equilibrium partitioning limits are referred to in the <br /> ROD (i.e. the sections which present the justification for a number of soil cleanup levels)that this term <br /> be followed by the words "developed in the RI/FS "and a specific reference to locate these limits for the <br /> reader.] <br /> 5. Five-Year Reviews. Each selected remedy which addresses how five year reviews will be <br /> conducted, including the OU-1 remedy, should specify that the five-year reviews will evaluate the <br /> performance of the selected remedy and be continued for as long as cleanup levels are exceeded or soil <br /> contaminants remain in place. The second sentence in Section D.5.2 should be replaced with the <br /> following sentence: "The five-year review is required for sites with institutional controls that restrict use, <br /> for sites where cleanup standards are not attained or where soil contaminants remain in place. <br /> 6. Disposal of Excavated Soil. To provide flexibility, each remedy to excavate and dispose of <br /> contaminated soils should replace text regarding pre-determined disposal methods with the following <br /> general statement: "The excavated soil will be transported and disposed of at a Class I or other disposal <br /> facility in compliance with state and federal laws and regulations." <br /> 7. Declaration-Table D-1. Each selected remedy (not no further action remedies) should include <br /> ground water monitoring as part of the description in Table D-1. <br /> 8. Basin Plan. All references to the Water Quality Control Plan (Basin Plan) for the California <br /> Regional Water Quality Control Board, Central Valley Region, should be to the third edition - 1994 for <br /> the Sacramento River Basin and the San Joaquin River Basin. <br /> Specific Comments <br /> 1. Section 9.1.3. Replace the seventh and eighth sentences in this section with the following text: <br /> "Each selected remedy of this ROD identifies water quality objectives to protect the beneficial uses of <br /> ground water. If any of these water quality objectives is exceeded, the appropriateness of the selected <br /> remedy for contaminated soil will be evaluated in the Annual Well Monitoring Report." Add the <br /> following sentence after the last sentence in this section: "DDJC Tracy and the agencies will jointly <br /> determine if any additional remedial action is warranted." <br /> 2. Section 9.4. Replace the"i.e."with"e.g."in the fourth sentence in this section. <br /> 3. Section 9.5.3. Modify the last sentence in this section by replacing text to acknowledge that removal <br /> actions have been conducted to excavate contaminated soils from the primary soil source areas. <br /> Monuron and diuron were not detected in confirmation soil samples collected. <br /> 4. Section 9.5.5. Replace the words"proposes raising the cleanup standard"with the words"raises the <br /> effluent treatment limit'in the next to last sentence in this section. <br />
