Box 960001 <br /> Stockton, California 95296-0320 <br /> COMMENTS ON THE DRAFT REMEDIAL DESIGN/REMEDIAL ACTION WORK <br /> PLAN FOR SOLID WASTE MANAGEMENT (SWMU) 20 SOIL VAPOR <br /> EXTRACTION (SVE) FOR DEFENSE DISTRIBUTION DEPOT SAN JOAQUIN <br /> CALIFORNIA (DDJC), TRACY SITE, TRACY, CALIFORNIA <br /> Dear Mr. Benson: <br /> The Department of Toxic Substances Control (DTSC) received the <br /> above-mentioned report on January 26, 2010, submitted by the HDR/eZM of <br /> Folsom, California on behalf of Defense Enterprises Support San Joaquin <br /> California (DESJC). <br /> The Remedial Design/Remedial Action Work Plan for SWMU 20 SVE presents <br /> the design details for SVE implementation to remediate tricholorethylene (TCE) <br /> in unsaturated soils beneath the site. Specifically, the remedial design discusses <br /> the site-specific tasks for the installation of pneumatically fractured SVE well <br /> network with remedial systems including detailed construction plans, cost <br /> estimates, and project management plans. <br /> Site History <br /> Records indicate that SWMU 20, also known as Warehouse 10, was constructed <br /> in 1950 with a concrete slab floor and foundation. Warehouse 10 measured <br /> 190 feet wide and 800 feet long and contained several cleaning facilities with <br /> caustic tanks, phosphoric acid tanks, and rise tanks used until 1974. SWMU 20 <br /> also contained one 500-gallon above-ground.TCE tank that was periodically <br /> cleaned and drained into the floor drain in the northeast corner in Warehouse 10. <br /> The site also included one paint spray booth located in the northwestern corner, <br /> and an additional cleaning tank was identified in the northeast corner, with all <br /> areas connected in the industrial waste pipeline (IWPL), also known as <br />
