DEFENSE DISTRIBUTION REGION WEST <br /> TRACY FACILITY <br /> TECHNICAL REVIEW COMMITTEE MEETING <br /> MINUTES <br /> 15 FEBRUARY 1994 <br /> Introduction: <br /> Defense Distribution Region West (DDRW) was placed on the <br /> National Priorities List in 1991 for tetrachloroethene (PCE) and <br /> trichloroethylene (TCE ) contamination of the Upper Tulare <br /> Aquifer. Since then DDRW has been investigating the possibility <br /> of metals contamination. DDRW has removed some underground <br /> storage tanks (USTs ) and is investigating the soil that <br /> surrounded those tanks . In addition to UST sites, DDRW is <br /> looking at solid waste management units (SWMUs ) . These SWMUs <br /> consist of burn pits , food disposal areas , and a lube oil pit. <br /> In the first part of DDRW' s investigation, they identified one <br /> operable unit which was the groundwater contamination of the <br /> Upper Tulare Aquifer. They signed a Record of Decision (ROD) <br /> for Operable Unit 1 (OU-1 ) and are moving aggressively to clean <br /> up the groundwater contamination. <br /> Operable Unit #1 Update: <br /> As part of the cleanup concept, DDRW has an Interim Groundwater <br /> Treatment Plant installed which is currently operating at <br /> approximately 100-120 gallons per minute (gpm) . The treatment <br /> plant has been operating at that capacity for approximately one <br /> year. Some fouling problems occurred with the injection well <br /> system and DDRW diverted the treated water into the stormwater <br /> pond with approval from the Regional Water Quality Control Board <br /> (RWQCB) . <br /> DDRW anticipates that within the next six months it will <br /> increase the capacity of the treatment plant to approximately <br /> 350 gpm. They plan to test treatment methods which will prevent <br /> fouling of the wells in order to assure effective operation. <br /> DDRW also hopes to investigate some infiltration methods that <br /> would insure a longer period of operation before maintenance and <br /> cleanup of the system becomes necessary. <br /> The design for the OU-1 treatment system should begin <br /> approximately September 1994 and the process will last for <br /> approximately 12 months . During that time, the Corps of <br /> Engineers (CoE) will begin preparing the specification for <br /> bidding. CoE anticipates the construction to take less than <br /> eight months .
