The RWAP was required by Discharge Specification B.1 of Waste <br /> Discharge Requirements (WDRs) Order No. R5-2005-0045, which states: <br /> No wastewater may be treated or discharged under this Order until the Executive Officer approves <br /> the report required by Provision G.Lf. Upon approval, the monthly average flow may not exceed <br /> 187,000 gpd. <br /> The RWAP and the Addendum adequately describe how the City of Lathrop and Califia LLC have tested <br /> the wastewater treatment and disinfection system,provided documentation of two groundwater <br /> monitoring sampling events;provided the operation and maintenance plan for the recycled water system, <br /> and confirmed compliance with setback requirements in the WDRs Water Recycling Specification E.5. <br /> The improvements are consistent with the requirements of the WDRs and therefore the City of Lathrop <br /> and Califia LLC may begin treating and discharging wastewater.
