Please address the following comments in an
addendum to the RWAP:
• Please provide the following items:
o A copy of the Chief Wastewater Treatment Operator's license.
o Documentation of training certificates for personnel that work on the recycled water
application system
• In the Operation and Maintenance Section of the RWAP please address the following issues:
o Please add the Office of Emergency Services (OES) and the San Joaquin County
Environmental Health Department(SJEHD)to the list of agencies that will be notified in
case of a non-compliance event that might endanger health or the environment. (This
reference to notification occurs on page 30 of the RWAP).
o The notification listed above states that notification will occur within 24-hours;please
note that the Standard Provisions and Reporting Requirements Section B.1 requires
notification as soon as the noncompliance is known and written notification within two
weeks.
o The Section titled, "Response to Spills and Emergency Conditions," describes spills of
less than 1,000 gallons as incidental spills. Please revise the O&M criteria for
determining what is incidental. Incidental spills should be defined as a spill resulting
from a short-term discharge of small volume. Spills that result from equipment failure,
operator error, vandalism, accident, or other cause that results in an unanticipated
discharge to areas outside the land application areas must be reported to OES, SJEHD,
and the Regional Board.
California Environmental Protection Agency
Q?Recycled Paper _
