Provision G.11ii of Waste Discharge
Requirements (WDRs) Order No. R5-2005-0045 requires two groundwater sampling events be
performed prior to application of wastewater. Staff had previously stated that a 30-day period between
sampling events is desirable. Mr. Keaten's e-mail states that due to construction activities, the wells
cannot be installed immediately and the 30-day period between sampling events requirement may result
in a delay in the ability to discharge wastewater. Similarly, the construction of Pond C is delayed.
Three issues are addressed in the correspondence and e-mail. They are:
1. Pond C will not be constructed and available for use at the time the City plans to begin
discharging wastewater. The City of Lathrop has proposed constructing the pond as soon as
possible, but it may not be available upon wastewater system startup.
2. Well MWM-3,the installation of which is required to monitor Pond C, cannot be installed at this
time because of construction activity at Pond C. The City of Lathrop has proposed constructing
the well slightly later, but as soon as possible, resulting in less than 30-days between the first and
second sampling event.
3. Well MWM-12,the installation of which is required to monitor Land Application Area(LAA)
No. 50, cannot be installed at this time because of construction activity. The City of Lathrop has
proposed constructing the well slightly later, but as soon as possible, resulting in less than
30-days between the first and second sample event.
Each of the issues are discussed below:
Issue 1
The construction of Pond C is discussed in the 25 May 2005 Request to Submit Addendum to As-Built
Report for Pond C. The report includes a water balance that demonstrates Pond C is not needed for the
California Environmental Protection Agency
ea Recycled Paper
