Stewart Road <br /> Lathrop, CA 95330 Lathrop, CA 95330 <br /> SCHEDULE CHANGE- GROUNDWATER MONITORING WELLS AND POND C <br /> CONSTRUCTION,MBR WASTEWATER FACILITY,LATHROP,SANJOAQUIN COUNTY <br /> Staff has reviewed the 25 May 2005 Request to Submit Addendum to As-Built Report for Pond C <br /> prepared by the City of Lathrop and the 2 June 2005 e-mail from Cary Keaten that addresses delays in <br /> the project schedule caused by construction activity. Provision G.11ii of Waste Discharge <br /> Requirements (WDRs) Order No. R5-2005-0045 requires two groundwater sampling events be <br /> performed prior to application of wastewater. Staff had previously stated that a 30-day period between <br /> sampling events is desirable. Mr. Keaten's e-mail states that due to construction activities,the wells <br /> cannot be installed immediately and the 30-day period between sampling events requirement may result <br /> in a delay in the ability to discharge wastewater. Similarly,the construction of Pond C is delayed. <br /> Three issues are addressed in the correspondence and e-mail. They are: <br /> 1. Pond C will not be constructed and available for use at the time the City plans to begin <br /> discharging wastewater. The City of Lathrop has proposed constructing the pond as soon as <br /> possible, but it may not be available upon wastewater system startup. <br /> 2. Well MWM-3,the installation of which is required to monitor Pond C, cannot be installed at this <br /> time because of construction activity at Pond C. The City of Lathrop has proposed constructing <br /> the well slightly later, but as soon as possible,resulting in less than 30-days between the first and <br /> second sampling event. <br /> 3. Well MWM-12,the installation of which is required to monitor Land Application Area(LAA) <br /> No. 50, cannot be installed at this time because of construction activity. The City of Lathrop has <br /> proposed constructing the well slightly later,but as soon as possible, resulting in less than <br /> 30-days between the first and second sample event. <br /> Each of the issues are discussed below: <br /> Issue 1 <br /> The construction of Pond C is discussed in the 25 May 2005 Request to Submit Addendum to As-Built <br /> Report for Pond C.
