Because Pond C is not needed as part of <br /> the initial flow rate, it is acceptable to operate the wastewater system at the 187,600 gpd flow rate before <br /> the pond is constructed. The pond must be constructed prior to submitting a request for a higher flow <br /> rate. <br /> Issue 2 <br /> Well MWM-3 is required to monitor groundwater quality at Pond C. As stated in the discussion of Issue <br /> 1, because the pond will not be needed for the 187,600 gpd flow, installation and sampling of Well <br /> MWM-3 at a later time should not pose a problem in obtaining the data required for characterization of <br /> conditions prior to wastewater application. The well must be installed and sampled at least twice prior <br /> to use of Pond C. <br /> Issue 3 <br /> Well MWM-12 is required to monitor groundwater quality at LAA 50, which is one of the larger LAAs <br /> and an LAA that is needed for the initial flow amount of 187,600 gpd. However, staff believes sampling <br /> of Well MWM-3 at the reduced time interval of approximately two weeks should provide acceptable <br /> data for characterization of conditions prior to wastewater application to the LAA. <br /> If you have any questions on this workplan deviation approval, please telephone me at(916)464-4616. <br /> TIMOT R.
