The plan describes plans to destroy eight wells that are
considered damaged beyond use. The wells were installed to investigate groundwater conditions in the
Mossdale Village development and they were apparently damaged during construction activities.
The wells identified for destruction are: T V-1, TMW-7, TMW-9, TMW-10, LMW-2,LMW-3,
LMW-5, LMW-6,P-7, and P-8. All the wells were identified as "destroyed" in the December 2004
Report of Waste Discharge,Appendix Vol. 2,Table 1. Staff has identified an additional well that
requires investigation and possibly destruction. Table 1 identifies Well LW-4 as being "Located in
Discharge Pond." The status of Well LMW-4 must be investigated, and if determined to be located in a
recycled water storage pond, must be located and properly destroyed.
The workplan states, "To the furthest extent possible the wells will be located and the PVC well casing
will be removed from the borehole." It is unclear if the wells were surveyed because well installation
reports were never submitted to the Regional Board. If needed, well survey data shall be used to locate
the wells.
The workplan is approved on the condition that the above comments are addressed in an addendum letter
to be submitted prior to well destruction activities. By 12 April 005,please submit a Well Destruction
Report that describes the results of the well destruction pro If you have any questions on this
conditional approval,please telephone me at(916)464-4616.
~ /ate i .W 1/.i✓" ✓'f='l,:b'y N, 1"' (" f
TIMOTHY
'BRIEN eat tCv`S
Waste Discharge to Land Unit
cc: Margaret Lagorio, San Joaquin County Environmental Health Department, Stockton
Joe Zillis,Kleinfelder,Inc., Stockton
California Environmental Protection Agency
0 Rerycled Paper
