Regional Board staff was alerted to the existence of the workplan by San <br /> Joaquin County Environmental Health staff when processing Well Construction Permits. The plan was <br /> prepared to characterize groundwater elevation and quality for the Report of Waste Discharge(R)ArD)in <br /> preparation for the City of Lathrop's Membrane Bioreactor(MBR)wastewater treatment system. <br /> The Introduction section of the workplan states only two of the three wells will be sampled for chemical <br /> analysis. This may not adequately characterize groundwater conditions of the site. Because groundwater <br /> flow direction is not known, and is suspected of being altered based on local groundwater extraction or <br /> other activities, limiting the number of wells sampled is not acceptable at this time. Regional Board <br /> staff strongly recommends all three wells be sampled to prevent delays in processing the RWD when it <br /> is submitted. <br /> To complete the workplan,by 2 April 2004 please submit an addendum that either supports the limited <br /> sampling as adequate to characterize groundwater quality, or provide a statement that all three wells will <br /> be sampled.
