The LAAs are listed in Finding No. 32 of the WDRs and the order
recognizes that more LAA acreage is available in the first phase of development than is
required for the wastewater disposal (described in Finding No. 28). With this change in
discharge area, the City will continue to have more LAA acreage available than needed to
dispose of 750,000 gallons per day of wastewater. It is also noted that presently the
wastewater flow to the membrane bioreactor facility is approximately 250;000 gpd, significantly
less than the present limit of 750,000 gpd in the WDRs. Due to the economic recession,
wastewater flow rate increases have not matched the originally forecasted wastewater growth
rate; based on the updated projected wastewater flows contained in the 2008 City of Lathrop
Annual Report, it is anticipated that the wastewater flow rate will not approach the limit for
many years.
Therefore we concur with the City's plan to decommission LAA No. A23. In addition this
change maintains the minimum amount of LAA acreage defined by the Report of Waste
Discharge and WDRs, and groundwater quality at the new LAA has already been collected
and reported to the California Regional Water Quality Control Board thus submittal of a
Recycled Water Expansion Report is not required at this time.
If you have any questions on this information, please contact Timothy O'Brien at
(916) 464-4616 or meat (916) 464-4732.
MARY SERA, P.E., Chief
Waste Di charge to Land Unit
cc: Rodney Estrada, San Joaquin County Environmental Health Department, Stockton
Rich Stowell, Ph.D., P.E., ECO:LOGIC Engineering, Rocklin
California Environmental Protection Agency
C5 Recycled Paper
W\GI901GEnenT\Sen JoaOuinLLeOmD_VfNlPVAaft BMGO\Selvalole 12 W,000oc
