OMUND G.BROWN JR.
MCRETAR RODR,a VEz
IOR
Water Boards WRD.HEN.A,WOTMnDN
Central Valley Regional Water Quality Control Board RECEIVED
7 May 2014 MAY 12 2014
ENVIRONMENTAL HEAM
Joseph Reyes PERMITISERVICES
Public Works Director
City of Lathrop Department of Public Works
390 Towne Center Drive
Lathrop, CA 95330
CONDITIONAL APPROVAL OF TEMPORARY DISCHARGE OF WASTEWATER FROM
WASTEWATER RECYCLING PLANT(WRP-1) TO CROSSROADS WWTF,
SAN JOAQUIN COUNTY
The City of Lathrop owns and operates Wastewater Recycling Plant (WRP-1) and the
Crossroads Wastewater Treatment Facility in San Joaquin County. Both facilities are
located adjacent to each other. WRP-1 treats and disposes of domestic wastewater, and is
regulated by Waste Discharge Requirements (WDRs) R5-2006-0094. The Crossroad
facility treats and disposes of industrial and domestic wastewater, and is regulated by
WDRs Order 5-01-251.
The City of Lathrop is currently in the process of expanding the WRP-1 facility. As part of
the expansion project the City must replace the facility's membrane bioreactor filters.
Replacement of the filters is anticipated to take 30 days. During this time the treatment
capacity of the plant will be reduced by approximately 0.1 million gallons per day (mgd).
The City has requested that 0.1 mgd of raw sewage be diverted from WRP-1 to the
Crossroads WWTF for 30 days during the summer of 2014, while the filters are being
replaced. Alternatively, the City could divert the raw sewage to an emergency storage
basin at WRP-1. However, this option is not preferred as the storage basin is unlined and
does not provide any mechanical treatment of waste.
The Crossroads WWTF is designed to treat and dispose of .25 mgd. Currently, the facility
is treating and disposing of approximately .15 mgd. Therefore, the WWTF should have
adequate capacity to treat and dispose of the additional 0.1 mgd of wastewater.
The table below shows wastewater quality for both facilities reported from June through
September 2013.
Facility Influent BOD I Effluent BOD Effluent TDS
WRP-1 250-400 m9/1 1 <2.0-2.2 m /I 680-730 m /I
Crossroads WWTF 150-300 mg/1 2.0-3.3 m /I 1,000-1,200 m /I
KARL E.
