Therefore, the proposed discharge would be a violation of Order <br /> R5-2006-0094. <br /> However, due to the limited duration (30 days) of the proposed bypass during the facility <br /> upgrade, the character of the wastewater and the available treatment and disposal capacity at <br /> the Crossroads WWTF, Regional Board staff concur that treating the raw sewage at the <br /> Crossroads WWTF is the prefered option, as it minimizes the threat to water quality. Therefore, <br /> you may proceed with the bypass. <br /> Regional Board staff will not recomend enforcing Discharge Prohibition A.2 of Order <br /> R5-2006-0094 provided that all other conditions (flow, effluent, and land application limits) of <br /> Order R5-2006-0094 are met during the bypass period and the bypass ceases 45 days after it is <br /> initiated.
