KLEINFELDER
• Soil and water generated during the drilling, aquifer-testing and any proposed sampling will
be the responsibility of the client. Soil cuttings, decontamination rinseate and development
purgewater will not be contained. Because of the potential for drawing contaminated water
from other sites, the Purge water from pump testing will be contained in a poly tank and left
on site. Sampling and analysis of the contained soil and water may be necessary prior to
disposal. Disposal or remediation options for the water can be assessed once analytical
results have been received. Meinfelder is prepared to assist the client and to remediate or
dispose of the water, if requested, at an additional cost.
• This proposal is based on the presumption that the client will clearly mark utilities and will
provide any and all available survey maps or other data to determine the location of tanks,
existing structures, underground utilities and services. The client should be aware that
penetrating the site's surface is inherently risky. It is impossible to determine with certainty
the precise location of all structures (such as septic system tanks, leach fields or irrigation
lines) which may be buried in the ground. Kleinfelder's fee is not adequate to compensate for
both the performance of the services and the assumption of risk of damage to such structures.
• Underground Services Alert (USA) at 1-800-642-2444 provides a partial location service free
of charge for major utility lines. It is important that Crossroads Commerce Center
understands that subsurface structures (such as the septic systems and leach fields) buried
under private property will not be marked by the public utility companies contacted by USA.
Meinfelder's subcontractor can make contact with USA for a site visit, if requested.
Delays may occur if the PHS/EHD is unable to review the workplan and approve the permits
within 1 working day. Kleinfelder has no control over the length of time required by PHS/EHD
for workplan review and permit approval. However, this estimate is based upon our telephone
conversations with PHS/EHD staff regarding this workplan. We will make every effort to
expedite this task, but we cannot guarantee that PHS/EHD will be able to review the workplan
and issue permits within this timeframe.
LIMITATIONS
Kleinfelder offers various levels of investigative and engineering services to suit the varying
needs of different clients. Although risk can never be eliminated, more detailed and extensive
investigations yield more information, which may help understand and manage the level of risk.
Since detailed investigation and analysis involves greater expense, our clients participate in
determining levels of service which provide adequate information for their purposes at
acceptable levels of risk. Acceptance of this proposal will indicate that Crossroads Commerce
Center has reviewed the scope of work and determined that Crossroads Commerce Center does
not need or want a greater level of service than will be provided. Any exceptions should be
noted and may result in higher fees.
Regulations and professional standards applicable to Meinfelder's services are continually
evolving. Techniques are, by necessity, often new and relatively untried. Different professionals
20-0445-03.G01/2000P465 Page A-4
Copyright 2000,Kleinfelder,Inc. December 28,2000
