E l <br /> Harding Lawson Associates <br /> ' December 22, 1998 <br /> 41017 002 <br /> ' Mr Michael Kith <br /> San Joaquin County Public Health Service <br /> ' Environmental Health Division (PHS/EHD) <br /> 304 North Weber Avenue, Third Floor <br /> Stockton, California 95202 <br /> Closure Report <br /> 210,000-gallon UST Removal Protect <br /> Newark Sierra Paperboard Mills <br /> 800 West Church Street <br /> ' Stockton, California <br /> Dear Mr Kith <br /> ' On behalf of Newark Sierra Paperboard Corp (Newark-Sierra), Harding Lawson Associates (HLA) submits to <br /> the San Joaquin County Public Health Service Environmental Health Division(PHS/EHD)this closure report <br />` ! <br /> for the 210,000-gallon, number 6 fuel oil, underground storage tank (UST) formerly located at the Newark <br /> Sierra Paperboard Mills, 800 West Church Street in Stockton, California (Site) The purpose of this report is <br /> to document the activities and present the analytical results and related documents associated with the complete <br /> ' removal of the UST from the Site UST removal activities were performed between June 15, and July 25, 1998 <br /> under City of Stockton Fire Prevention Division permit number 98-96 and PHS/EHD permit issued on June 15, <br /> 1998 (copy attached) This report is also being submitted to Ms Margaret Lagono, PHS/EHD Site Mitigation <br /> ' Group, to present data pertaining to the extent of impacted soil encountered during removal of the UST <br /> SITE DESCRIPTION AND HYDROGEOLOGIC FRAMEWORK <br /> The Newark Sierra Paperboard Mills, a manufacturer of recycled paperboard products, is located at 800 West <br /> Church Street in Stockton, California(Site) (Plate 1) Topography at the Site is essentially flat and has an <br /> elevation of approximately 12 feet above mean sea level (USGS, 1967)with very little topographic relief The <br /> Site is dust south of industrial facilities in the Port of Stockton and surrounding land use is mainly industrial <br /> with minor residential areas Interstate 5 is located Just east of the Site <br /> The nearest mayor surface-water body is the San Joaquin River at the Stockton Deepwater Channel and <br /> Turning Basin, located approximately 0 75 miles north of the Site According to regional groundwater maps <br /> compiled in spring of 1996 by the San Joaquin County Flood Control and Water Conversation District <br /> ' (SJCFC/WCD)the depth to groundwater beneath the Site is 15 to 20 feet below ground surface (bgs) <br /> (SJCFC/WCD, 1996) The groundwater beneath the site vicinity flows toward the east (SJCFC/WCD, 1996) <br /> A monitoring well network, consisting of four monitoring wells, surrounds the former number 6 fuel oil UST <br /> location Groundwater level measurements during the last two years indicate that depths to groundwater have <br /> ranged from 8 to 20 feet bgs and flow directions have varied from northeast through southeast As discussed <br /> further below,the Regional Water Quality Control Board (RWQCB) has required quarterly sampling of the <br /> wells around the UST Depth to groundwater was measured on July 9, 1998 at approximately 14 5 feet bgs <br /> Engineering and <br /> Environmental Services 10265 Rockingham Drive Suite 150 Sacramento CA 95827 916/364 0793 Fax 916/364-5633 <br /> 1 <br />
