<br /> BACKGROUND
<br /> The UST was located approximately 900 feet south of West Church Street at the southeast corner of the Site
<br /> (Plate 2) The UST contained number 6 fuel oil that was formerly used to fire steam boilers in the Newark-
<br /> Sierra plant The 210,000-gallon UST was cylindrical in shape with a diameter of approximately 70 feet,
<br />' constructed with reinforced concrete sidewalls and bottom, and was covered with a gently sloping wooden roof
<br /> The bottom of the UST was approximately 7 25 feet bgs and the wooden roof extended 1 to 2 feet above grade
<br /> The closure of this UST was accomplished by complete removal of the concrete sides and bottom of the UST,
<br /> and the wooden roof The UST was removed because it was no longer in use following the conversion of the
<br /> plant's steam boilers to burn natural gas in approximately 1990 The age of the former UST is unknown
<br /> Removal activities were performed intermittently between June 15 and July 27, 1998, by Ogiso Environmental,
<br />' (OGISO) (License number 706242 A-HAZ) of Oakland, California, under the direction of HLA Pnor to
<br /> commencement of work, HLA submitted to the PHS/EHD an Application for Permit to Close Underground
<br /> Storage Tank, 210,000-gallon UST Removal Project Newark Sierra Paperboard Mills, dated June 5, 1998
<br />' (HLA, 1998a) and Addendum to Application for Permit to Close Underground Storage Tank, 210,000-gallon
<br /> UST Removal Project, Newark Sierra Paperboard Mills, dated June 10, 1998 (HLA,I998d) The permit
<br /> application included a work plan entitled Work Plan, Underground Storage Tank Removal, 210,000-gallon
<br /> UST Removal Project, Newark Sierra Paperboard Mills (HLA, 1998b), that described procedures to be used
<br /> and a site-specific Health and Safety Plan (HLA, 1998c) that was prepared consistent with the requirements of
<br /> Title 8 CCR 5192 The UST Removal Permit was issued by PHS/EHD on June 15, 1998 In addition, at the
<br />' request of PHS/EHD staff on July 9, 1998, Work Plan for Limited Overexcavation and Sampling, 210,000-
<br /> gallon UST Removal Project, Newark Sierra Paperboard Mills dated July 13, 1998 (HLA, 1998e) was
<br /> submitted to Ms Margaret Lagono of the Site Mitigation Group of the PHS/EHD All work was performed in
<br />' accordance with the work plan and the Health and Safety Pian (HLA, 1998b) Prior to commencement of
<br /> removal activities, the Site was checked for the presence of subsurface utilities by Underground Service Alert
<br /> and by a private utilities locator
<br />' The RWQCB has required quarterly sampling of four monitoring wells located around the UST The required
<br /> analyses for the quarterly sampling includes total petroleum hydrocarbons as diesel by EPA Method 8015
<br /> Modified and semivolatile organic compounds by EPA Method 625 Analytical results have not detected any
<br /> analytes above method reporting limits to date Copies of these quarterly reports are on file at the PHS/EHD
<br /> and the RWQCB Depth to groundwater was measured on July 9, 1998 at approximately 14 5 feet bgs
<br />' REMOVAL ACTIVITIES
<br /> ' Because of the large size of the UST, removal activities began on June 15 and extended intermittently through
<br /> July 25, 1998 The removal of the wooden roof to the concrete UST was the first phase of removal activities
<br /> On June 15, 1998, representatives of the City of Stockton Fire Prevention District and the PHS/EHD were
<br /> ' onsite to measure the atmosphere inside the UST measure for the presence of explosive conditions with a meter
<br /> provided and used by the City of Stockton Fire Prevention District The atmosphere was found to be within
<br /> acceptable limits and non-explosive Following these measurements, portions of the wooden roof were removed
<br /> to provide access to the interior of the UST, allowing the crew to begin pumping out the residual contents of the
<br /> is
