22 July 2005
AGE-NC Project No. 05-1282
specific location of these USTs is not known; however, according to an on-site contact, the
USTs were located in an area near the northwest corner of the primary facility, north of the
water tower(see Figure 2). The SJCEHD and CVRWQCB have no additional information
regarding the removal and disposition of these tanks.
• In a letter dated 18 January 2001,the SJCEHD provided site closure for three USTs at the
property:one 210,000-gallon Fuel Oil#6 UST located at the southeast corner of the property
and two 2,500-gallon Fuel Oil #6 USTs located within the "courtyard" area near the
southeast corner of the facility. The 210,000-gallon UST was piped to the two 2,500-gallon
USTs via approximately 700 feet of underground pipeline, as shown in Figure 2.
• In 1989,three ground water monitoring wells(MW-1,MW-2 and MW-3)were installed near
the 210,000-gallon UST as a"variance from the UST regulation because there was no other
way to monitor the tanks". Most reports indicate little to no detections of petroleum
hydrocarbons in ground water samples collected from these wells(shown in Figure 2).
• A series of soil samples were advanced and sampled near the underground pipeline and the
5,000-gallon UST within the courtyard area. High concentrations of total recoverable
petroleum hydrocarbons (TRPH) were reported in samples from the courtyard area. Low
concentrations of TRPH were detected in samples collected along the pipeline area.
• Upon removal of the 210,000-gallon UST,impacted soil was excavated and disposed of off-
site.Approximately 700 tons of impacted soil was disposed of at Altamont Landfill in 1998.
• In addition to TRPH, other contaminants encountered in soil at the facility included total
petroleum hydrocarbons (TPH), benzene, 1,2-dichlorobenzene, 1,4-dichlorobenzene and
toluene.
• Two sets of three monitoring wells, installed at the site as part of the nearby McCormick-
Baxter Superfund project and identified in reports as OS-513 through D and OS-613 through
D, are located on the subject property. One set of wells is located southeast of the guard
shack (OS-5B through D); the second set is located in the parking area north of the guard
shack across Church Street(OS-613 through D).The wells appear to be in good condition and
are apparently still being monitored on a regular basis (see Figure 2).
• A former asphalt plant is located at the southeast corner of the facility.Equipment associated
with the plant appears to still be present.
• A basement covers much of the interior of the facility. AGE was not provided access to the
basement during the site reconnaissance.
• Mechanical equipment, including an overhead crane, was still present in the facility during
the site reconnaissance.
• At least four boilers were historically operated at the facility.
Advanced GeoEnvironmental,Inc.
