STATF OF CALIFORNIA GEORGE DEUKMEJIAN.rI1 P ar
CALIFORNIA REGIONAL WATER .lUALITY CONTROL BOARD—
CENTRAL VALLEY REGION C
3443 ROUTIER ROAD
SACRAMENTO.CA 95827-3098
8 September 1988
A yF
Mr. Don Gagnon
Gold Bond Building Products
800 West Church Street
Stockton, CA 95203
REVISED REQUEST FOR VARIANCE FROM THE MONITORING ALTERNATIVES IN
THE UNDERGROUND TANK REGULATIONS FOR THREE TANKS AT THE GOLD BOND
BUILDING PRODUCTS •FACILITY IN STOCKTON, CALIFORNIA
We have examined the revised proposal for a variance prepared by
American Environmental Management Corp. By letter dated 4 August
1988 , we requested that Gold Bond provide additional data in ten
areas to support the request before our review could be completed.
Following are subject areas for which more detailed information is
needed:
How will the line connecting the large tank to the two smaller
tanks be monitored to assure that small, on-going leakage is
not occurring?
Provide figures and maps which indicate the basis for location
of monitoring wells (MW) and specifics of MW construction such
as depth, depth of screened interval, screen size, filter
pack, etc. ,
- The proposal states that two MWs will be installed near the
large tank, one upgradient and one downgradient. . However,
according to Regional Board staff, the closest MW is about
1100 feet north of nearest tanks to be monitored, so the local
gradient around the tanks to be monitored has not been
determined. (A minimum of three wells are necessary to solve
a "simple" gradient direction problem) .
- Because the local water table is shallow, approximately 15
feet in the nearest MW (1100 feet to the north) , an
interception trench may be appropriate to consider in addition
to or rather than MWs. Please prepare a discussion of the
options.
