There must be at least one emergency coordinator on site or on call to <br /> coordinate emergency response measures, and the following information must be posted by a phone: the name and <br /> phone number of the emergency coordinator; location of fire extinguishers, spill control equipment, and if present, fire <br /> alarm; and the phone number of the fire department, unless the facility has a direct alarm. Immediately appoint an <br /> emergency coordinator and post the required information by a phone. A form is provided that can be used for this <br /> purpose. <br /> 105 CCR 66262.34(d)(2) Failed to train employees on waste handling and emergency procedures. <br /> At the time of inspection, it could not be demonstrated (not necessarily documented)that employees who handle <br /> hazardous waste were properly trained. <br /> In the training material, copy provided to inspector at time of inspection, it states the black bucket contains <br /> non-hazardous waste and lists examples of items, several which appear to be considered hazardous waste. The black <br /> bucket is labeled non RCRA hazardous waste. In the black bucket, was a bag of expired Feline Rhinotracheitis <br /> Calcipanleukopenia Vaccines with a syringe. According to the chart and training material, vaccines should be in the <br /> blue bucket. When scanning the product the system directs the employee to place that specific item in the black <br /> bucket. The generator must ensure that all employees who handle hazardous waste are thoroughly familiar with proper <br /> waste handling and emergency procedures. Immediately provide training to all employees who handle hazardous <br /> waste and submit a copy of the training records to the EHD. <br /> 303 CCR 66262.34(d)(2) Failed to maintain all communication or alarm systems, spill control, or decontamination <br /> equipment. <br /> The eye wash solutions near the hazardous waste storage area were expired . All facility communications or alarm <br /> systems, fire protection equipment, spill control equipment, and decontamination equipment, where required, shall be <br /> tested and maintained as necessary to assure its proper operation in time of emergency. Immediately begin this <br /> practice. Within 30 days provide this office with a statement addressing how this violation was corrected and how the <br /> eye wash solution was disposed of. <br /> Race ry m haly.
