materials, acid suits, encapsulating hazardous materials suits, self-contained breathing apparatus,
test kits, decontamination showers, and hazardous materials reference information.
The vehicle is maintained on a regular basis to ensure that it is operational at all times. The Fleet
Management maintenance crew performs preventative maintenance checks according to the
recommended factory schedule.
11.0 EVACUATION PLAN
The evacuation plan for Site 300 has been established to ensure safe and rapid evacuation or
relocation of employees to safe areas during an emergency. The plan is updated and revised as
necessary to ensure that a viable plan of action is maintained. An evacuation drill is held at least
annually. In the event that a hazardous waste management area requires evacuation, all personnel
in the area are evacuated safely and re-assembled at designated, safe areas assigned to that work
area. Employees are trained to assemble in these areas.
11.1 Notification
The Facility Manager,Representative, Senior Fire Officer, IC, Site 300 Manager or their
designated alternates can order evacuation of a building and adjacent area if,in their judgment, a
hazard or potential hazard exists. The EWSF and EWTF personnel follow the Self-help Plan
procedures during an emergency.
Emergency evacuation notification of any Facility at Site 300 is made on the LLNL site-wide
emergency paging system, through radio dispatch announcements, and/or through verbal
instructions from the Facility Manager, Representative,or Facility personnel. Alternate methods
of communication include telephone, radio announcements,or verbal directions by the person in
charge. Individual discretion is used if it appears that evacuating the building would increase
injury potential. In that case,a sheltered location, such as a control room, is sought.
11.2 Evacuation Routes
11.2.1 Hazardous Waste Management Facilities
Designated evacuation routes and alternate routes are posted in the Facilities. Evacuation maps
for Site 300 Facilities are shown in Appendices I-1 (page I-1-10), I-2 (page 1-2-1 1), I-3 (page I-
3-19) and I-4 (page I-4-I0).
11.2.2 Evacation From LLNL Site 300
An event requiring evacuation could be caused by an onsite or offsite emergency, such as an
earthquake, fire, explosion,or major toxic material release. The LEDO or Site 300 Manager is
authorized to implement area or site-wide evacuation procedures if deemed necessary after
receiving a situational assessment from the IC. The Fire Department Chief,as IC, controls the
onsite emergency; and the Protective Force controls personnel.
If a major emergency requires the evacuation of personnel from all or part of Site 300,the
Protective Force Division, under the direction of the IC, implements actions to control
evacuating personnel, protect the onsite emergency scene, and coordinate activities with outside
police organizations. Coordination with outside law enforcement agencies is also necessary so
that traffic exiting Site 300 is allowed to flow in an orderly fashion away from the threat and into
the outlying community.
LLNL Site 300 Contingency Plan 28 January 2019
