I-1.2 EWTF DESCRIPTION
I-1.2.1 General Description
The EWTF is used to treat explosives waste and explosives-contaminated wastes at the Site 300.
The location of the EWTF (shown in Figure I-1-1) is near the geographic center of Site 300 but
in a relatively remote area within the eastern firing area. The EWTF units are located in valleys
among steep hillsides to minimize projectile hazards from detonations. Facility operations and
controls are handled from an earth-covered steel-reinforced concrete bunker(Building 845
[B845]).The surrounding hillsides are annually cleared of brush by controlled burning to reduce
fire dangers.
I-1.2.2 Physical Description
The EWTF, shown in Figure I-1-2,consists of three individual treatment units to burn and
detonate explosive wastes. There are two Open Burn (OB)Units a pan and a cage—and an
Open Detonation(OD)Unit. The treatment units include two treatment residue storage cabinets.
The treatment facilities are controlled from the bunker(Building 845) located east of the OD
unit.
The OD detonation table consists of a level, 30-ft x 30-ft,gravel pad approximately 8 ft thick
that has been designed for detonation of explosive waste.Near 8845 is a small, self-contained
storage unit(two 55-gallon-drum capacity)where treatment residues can be stored.
The OB area consists of two units for burning explosives waste; a concrete magazette to store
initiating devices; a decontamination pad for non-hazardous equipment decontamination; a
metal,pre-engineered building for storage of combustible material used for ignition purposes; a
small, self-contained container storage unit(five 55-gallon-drum capacity) for treatment
residues; and a propane tank system for storing fuel to aid in combustion. A protected propane
tank supplies the fuel used in the burn cage unit. Ignition materials used to initiate burning are
stored in the burn supply storage building.
Although Site 300 is not located in a flood zone, run-on control structures, including a roof,
grades sloping away from the units, and storm drains, have been provided to protect hazardous
waste containers from storm water.
No explosives waste is stored at the EWTF. On the day that treatment is scheduled, the waste is
transported from the Explosives Waste Storage Facility(EWSF)or from its generation point.
I-1.2.3 Description of the Waste Handled
I-1.2.3.1 Waste Treated at the OB Units
Pieces and powders of explosive waste are treated in the metal burn pan. Process waste machine
fines, sludges, contaminated waste explosives packaging and laboratory waste are treated in the
burn cage.
I-1.2.3.2 Waste Treated at the OD Unit
The OD unit is used for the treatment of waste explosives that are so configured that treatment
by open detonation is required.
LLNL Site 300 Contingency Plan 1-1-4 January 2019
Appendix 11.EPVTF
