I-1.2.3.3 Records of Waste Treated at the OD Unit
The EWTF Facility Manager or designee maintains records of waste residues stored at the
EWTF and provides this information to the Incident Commander(IC)and Deputy Emergency
Manager, as requested. The information provided by waste records includes identification of
wastes involved, quantities, and Facility status. Table I-1-1 describes the waste streams that are
treated at the EWTF.
I-1.3 RESPONSIBILITIES
This Contingency Plan utilizes the Incident Command System to coordinate activities of
personnel during an emergency at Site 300. Section 4 of this Plan describes the individual
responsibilities during an emergency at Site 300.This Section presents the responsibilities of
EWTF support personnel during an emergency.
For incidental releases and minor, first-aid injuries at the EWTF, the Facility Manager or his
designated alternate, manages the incident. The names and the phone numbers of these
individuals are listed in Table I-1-2. If additional support is needed during a minor incident, the
Facility Representative will contact the Environmental,Safety&Health (ES&H) Support Team
members, if necessary.
For most other non-security emergencies, the first or senior Fire Department Officer dispatched
to,or present at the scene becomes the IC until relieved by a Chief Officer.
Table I-1-1 EWTF Waste Streams
Form 1 Waste Form 1 consists of waste explosives that, because of configuration or composition, are
best treated by open detonation. Examples are explosive assemblies or devices that may
detonate during open burning.
Form 2 Waste Form 2 consists of waste explosives that, because of configuration or composition, are
best treated by open burning in the open burning pan. Examples are explosive parts and pieces
that are generated during explosives formulation, processing,or testing,or that are being
removed from inventory.
Form 3 Waste Form 3 consists of waste explosives that, because of their configuration or composition,
are best treated by open burning in the thermal treatment unit(bum cage). Examples are wet
machine fines generated during explosives processing;wet,explosives-contaminated sludge
from weirs and settling basins;and wet, expendable filters from the re-cycle system.
Form 4 Waste Form 4 consists of waste material contaminated with energetic materials that are best
treated by open burning in the thermal treatment unit(burn cage). Examples are paper;rags;
plastic tubing;dry, expendable filters from vacuum systems;and PPE used in explosives
operations. The waste is judged to retain explosives hazards and is,therefore, considered to be
reactive waste.
LLNL Site 300 Contingency Plan I-1-S January 2019
Appendix 1-1. EWTF
