The explosives-waste containers are selected to protect the explosive wastes from external
stimuli, contamination, and spilling during handling, transportation, and storage. The containers
are constructed of nonabsorbent materials compatible with the explosive contents.
Poly bags are used as primary containers for holding explosives-contaminated debris placed in
drums and for holding explosive filtration systems waste placed in tote boxes. No special
coatings are required for containers used for explosive waste.
I-2.3 RESPONSIBILITIES
This Contingency Plan utilizes the Incident Command System to coordinate activities of
personnel during an emergency at Site 300. Section 4 of this Plan describes the individual
responsibilities during an emergency at Site 300. This Section presents the responsibilities of
EWSF support personnel during an emergency.
For incidental releases and minor,first-aid injuries at the EWSF,the EWSF Facility Manager or
designated alternate, manages the incident. These individuals and their phone numbers are listed
in Table I-2-3. If additional support is needed during a minor incident, the Facility
Representative will contact the Environmental, Safety&Health(ES&H) Support Team
members,if necessary.
For most other non-security emergencies, the first or senior Fire Department Officer dispatched
to,or present at the scene becomes the IC until relieved by a Chief Officer.
Table I-2-3 List of EWSF Emergency Contacts
Primary
Contact Alternate
Name John Kneibel Spencer Vartanian,Lead
Facility Manager,WCI Technologist,WCI
Office (925) 422-4038 (925)423-5203
Pager# On site: 37777, 66432 On site: 37777,01646
Off site: 423-7705,66432 Off site: 423-7705,01646
I-2.4 EMERGENCY EQUIPMENT
As described in Section 10 of this Plan, several categories of emergency response equipment are
available at Site 300.
