Manthey Rd (APN 193-330-22). <br /> The San Joaquin County, Environmental Health Department (EHD) conducted a complaint <br /> inspection on April 4, 2019 at the above referenced property. The complaint alleged that trucks <br /> are disposing of petroleum products, antifreeze, transmission fluid and sewage on the property. <br /> Also, the complaint alleged that construction debris and drywall is being illegally disposed of on <br /> the property. The disposal of solid waste, hazardous waste and sewage on the property is a <br /> violation of State Law/Regulation and County Ordinance. These violations were confirmed <br /> during the complaint inspection: <br /> 1. Discharge of any Waste, including Sewage (CA Health & Safety Code 5411) <br /> 3-5 approximately 1 x1 foot dark stains, that appeared to be oil, were observed in various <br /> locations around the dirt lot. Along the north side of the fence, near the northeast corner, <br /> dark staining was observed covering an approximate area of 10x5 feet. Staining <br /> appeared to be oil. In the northeast corner of the property there was an oil/chemical <br /> smell and the vegetation in the area was wet with an unknown liquid. Approximately 15 <br /> feet from the northern boundary of the property, two standing puddles of liquid were <br /> observed. One puddle contained a green colored fluid approximately 1x2 feet in size. <br /> The other puddle had an oily sheen and covered an approximate area of 1x2 feet. On <br /> the eastern fence line two piles of human waste covering an approximate area of 1x2 <br /> feet were observed. <br /> Investigate and abate contamination under the oversight of the appropriate lead agency. <br /> Immediately contain, clean up and dispose of the waste at an authorized, permitted <br /> location. Submit copies of hazardous waste manifests/disposal records to the EHD <br /> within 30 days. <br /> 2. Permitting or Maintaining a Nuisance (SJC Ordinance Code Section 8-5100) <br /> 3-5 approximately 1 x1 foot dark stains, that appeared to be oil, were observed in various <br /> locations around the dirt lot.
