y File No 20-3769-01 K L E I N F E L D E R <br /> March 16, 1994 <br /> PROPOSED <br /> SOIL AND GROUNDWATER ASSESSMENT <br /> WEST CLAY PROPERTIES COMMERCIAL SITE <br /> 639 WEST CLAY STREET <br /> STOCKTON, CALIFORNIA <br /> (SAN JOAQUIN COUNTY UST SITE CODE 1065) <br /> INTRODUCTION <br /> Kleinfelder is pleased to present this proposal to West Clay Properties This proposal was <br /> developed after discussions with Mr Dan Silva and Ms Michelle L Mariam, using Kleinfelder's <br /> current understanding of the site conditions, and is a preliminary understand of San Joaquin <br /> County's desires and regulatory agencies' requirements We prepared this proposal based on <br /> information usually requested in a workplan by the San Joaquin County Public Health Services, <br /> Environmental Health Division (SJCEHD) <br /> Kleinfelder is committed to providing a high level of service to its clients, commensurate with <br /> their wants and needs If a portion of this proposal does not meet the needs of West Clay <br /> Properties, or if those needs have changed, Kleinfelder stands ready to consider appropriate <br /> modifications, subject to the standards of care to which we adhere as professionals <br /> • Modifications such as changes in scope, methodology, scheduling, and contract terms and <br /> conditions may result in changes to the risks assumed by West Clay Properties, as well as <br /> adjustments to our fees We look forward to the opportunity to serve you <br /> The subject site is located in Stockton, California West Clay Properties has requested additional <br /> soil and groundwater assessment at the subject site <br /> BACKGROUND <br /> According to information supplied to Kleinfelder by Mr Silva and Ms. Manani of West Clay <br /> Properties, one 1,000 gallon underground storage tank (UST) was removed in 1990 During the <br /> removal, hydrocarbon odors were noted in the soil beneath the former tank location DSS <br /> Engineering Contractors subsequently excavated approximately 550 cubic yards of hydrocarbon_ <br /> affected soil from the UST excavation However, the limit of the affected soil were not able to <br /> be ascertained Soil was excavated to a depth of approximately 38 feet in some areas <br /> (approximately 7 feet from groundwater). Based on the presence of hydrocarbons near the <br /> groundwater surface and the need for better definition of the volume of hydrocarbon-affected <br /> soil, a soil and groundwater assessment proposal was requested by Mr Silva <br /> Task Al - Soil and Groundwater Assessment Workplan <br /> It has been Kleinfelder's experience that this proposal contains sufficient detail and information <br /> to be submitted to the San Joaquin County Public Health Services Environmental Health Division <br /> (SJCEHD) to review and approve a boring permit Kleinfelder will prepare a boring permit <br /> • application, a proposed boring location map, and health and safety plan for submittal along with <br /> Copyrtisht 1994 C einfelder, Inc Page 1 of 5 <br />
