Commerce Street <br /> Stockton, CA <br /> San Joaquin County Public Health Services, Environmental Health Division <br /> (PHS/EHD) has reviewed the "Site Assessment Summary Report-January 1996" <br /> prepared by Advanced GeoEnvironmental, Inc. and the "Well Installation and <br /> Groundwater Monitoring Report" dated May 1, 1996, prepared by Clearwater <br /> Group, Inc. (CGI) for the above referenced site. <br /> The stockpile and groundwater sampling included in CGI's report were conducted <br /> without notification to PHS/EHD. Sampling activities without notification to <br /> PHS/EHD have caused past problems for this site. PHS/EHD will honor the <br /> results of this sampling. If future sampling is conducted without <br /> notification and approval, the results will not be acknowledged. Notify <br /> PHS/EHD 48 hours prior to any site activity so that PHS/EHD site inspections <br /> can be scheduled. <br /> Both reports refer to aeration of the stockpiled soil that was transported <br /> from this site to 1111 N. Union Street, Stockton. It has never been verified <br /> that the soil taken to 1111 N. Union Street, Stockton, was aerated there. If <br /> the soil was aerated it was done without complying with the conditions of the <br /> San Joaquin Valley Unified Air Pollution Control District permit. <br /> PHS/EHD concurs with CGI's recommendation to conduct additional groundwater <br /> monitoring and sampling. Please be advised California has not developed <br /> tables for use with the American Society of Testing and Materials Standard <br /> Guide for Risk-Based Corrective Action.
