Commerce Street SITE CODE: 2556 <br /> Stockton, CA <br /> Petroleum hydrocarbon contaminated soil originating from the above <br /> referenced site was transported to 1111 N. Union Street, Stockton, <br /> with the approval of San Joaquin County Public Health Services, <br /> Environmental Health Division (PHS/EHD) in September 1993 . The <br /> soil was to be aerated under permit and inspection by the proper <br /> regulatory agencies at 1111 N. Union Street, Stockton. <br /> In November 1994, the soil was moved from 1111 N. Union Street, <br /> Stockton, to 7735 S . Highway 99, Stockton, without prior <br /> notification to PHS/EHD. After reviewing their files PHS/EHD felt <br /> there was more soil stockpiled at 1111 N. Union Street, than had <br /> existed at 729 S. Commerce Street . In addition, meetings and <br /> correspondence with the responsible parties provided no evidence <br /> that the soil had ever been aerated under permit and conditions of <br /> the San Joaquin Valley Unified Air Pollution Control District <br /> (SJVUAPCD) . <br /> In order to investigate contaminant existence in the soil <br /> transported to 7735 S . Highway 99, Stockton, and the leaching of <br /> contaminants to the native soil beneath it PHS/EHD required a <br /> sampling plan be proposed and that soil samples be analyzed for <br /> metals, TPH-gasoline, TPH-diesel, BTEX, and chlorinated solvents . <br /> PHS/EHD witnessed the collection of soil samples at 7735 S . Highway <br /> 99, Stockton, from the transported soil and the native soil on <br /> April 18, 1995 . PHS/EHD has reviewed the faxed soil sample <br /> results . with the condition that the hard copy laboratory results <br /> are the same as the faxed copies no further investigation of the <br /> soil is required. PHS/EHD has been informed that the contractor <br /> wants to construct a roadway over the soil . PHS/EHD concurs with <br /> this action. <br /> Soil sample analyses were nondetect for BTEX and TPH-gasoline . It <br /> appears that movement of the soil from 729 S . Commerce, Stockton to <br /> 1111 N. Union, Stockton; the movement of the soil from the back of <br /> the building to the south side of the building at 1111 N. Union, <br /> Stockton, (discussed but undocumented and unconfirmed aeration) ; <br /> and the movement of the soil from 1111 N. Union, Stockton, <br /> A Division of San Joaquin County Health Care Services <br />
