CLEARWATER
G R O U P, I N C.
1.0 INTRODUCTION
This document, prepared by Clearwater Group, Inc. (Clearwater), presents a
workplan for installation of three monitoring wells at 729 South Commerce
Street in Stockton, California. The subject property is part of the Frederic
Clarke Estate.
Included in this scope of work is the sampling of soil currently stockpiled at
1111 North Union Street in Stockton. The soil was generated at 729 South
Commerce Street during removal of underground storage tanks (USTs) and
subsequent overexcavation of the UST basin.
1.1. Site Description
The site is located on the southwest corner of the intersection of South
Commerce Street and Scotts Street in an industrial area of south Stockton
(Figure 1). , The Mormon Slough, a tributary of the San Joaquin River, is
approximately 200 feet north of the site.
The site consists of building space and a fenced lot that is currently leased by
Charterway Tow, Inc. (Charterway). The lot is used as a storage area for
impounded automobiles, and the eastern portion of the building is used by
Charterway for tow-truck parking and office space (Figure 2).
1.2 Previous Work
Prior to 1992, two USTs were located on the property; one 3000-gallon UST
contained gasoline and one 550-gallon UST contained diesel fuel. On April
13, 1992 the USTs were removed from the site by Oil Equipment Services of
San 'Andreas, California. The site was occupied by Reynoso Concrete
Construction (Reynoso) at the time of the tank removal.
On May 25, 1993 the UST basin was overexcavated. Four soil samples were
collected from the sidewalls of the excavation at depths ranging from 22 to 25
feet below ground surface (bgs). One soil sample was collected from the
bottom of the excavation at a depth of approximately 32 feet bgs.
Records reviewed at the offices of the San Joaquin County Public Health
Services, Environmental Health Division (PHS) indicate that no report was
prepared for this excavation activity. The PHS records reflect only raw
analytical data, and include only sketched site maps. According to PHS
D108 WP (revised)1/96 2
