NOVA® <br /> CONSULTING <br /> 1.0 INTRODUCTION <br /> 1.1 Authorization <br /> In accordance with the San Joaquin County Environmental Health Department (SJCEHD) <br /> Well Boring Permit Application Requirements, Nova Consulting Group, Inc. (Nova) has <br /> prepared a Work Plan on behalf of Paul's Cleaners at Raley's Stockton located at 4339 West <br /> Hammer Lane Suite F,Stockton,CA 95209 ("the Property"). <br /> 1.2 Background <br /> A Phase I Environmental Site Assessment (ESA) of the entire Raley's Stockton Property was <br /> previously completed by Nova and dated January 9,2013. <br /> The Property is comprised of four irregular-shaped parcels that contain a total of <br /> approximately 8.24 acres in size. The Property is designed and used for retail purposes. <br /> Currently, the Property is developed with two structures that were constructed in 1999. <br /> The structures at the Property are one story in height, and comprise a total of 104,835 <br /> square feet of building space. The Property contains a total of 14 units,which are occupied <br /> by twelve tenants for retail purposes. The two remaining units are vacant. The Property <br /> contains retail clothing stores,restaurants,hair and nail salons,a dry cleaner,supermarket, <br /> electronics store and automotive supply store. A recycling kiosk and storage trailers are <br /> located on the eastern side of the Raley's supermarket. <br /> Paul's Cleaners (2339 West Hammer Lane, Suite F) is an active dry cleaner. This dry <br /> cleaner has been a Property tenant since 1999. No evidence of any surface staining or <br /> spillage of dry cleaning solvents was observed adjacent to the dry cleaning machine in this <br /> unit. The floor adjacent to the dry cleaning machine appeared intact. However, minor <br /> cracks in the concrete,and degradation of the floor sealant were observed. Nova observed <br /> one drum labeled waste tetrachloroethylene (PCE) which was connected to the dry <br /> cleaning machine. One smaller drum was kept near the dry cleaning machine, and was <br /> labeled as containing waste PCE. It is considered a best management practice to place <br /> these drums within secondary containment. No surface staining or evidence of any spillage <br /> or leakage from the drums was observed. However, based on the length of time this suite <br /> has been used for dry cleaning purposes (approximately 13 years), the lack of secondary <br /> containment and the condition of the floor, this active dry cleaner is considered a <br /> recognized environmental condition in connection to the Property. <br /> Paul's Cleaners is currently listed on the EPA Dry Cleaner List with Facility ID <br /> CAL000207839. No violations are associated with this listing. No leaks or spills have been <br /> reported,or were observed by Nova personnel during our 2012 site reconnaissance. <br /> 1.3 Objective <br /> The objective of this Limited Phase II ESA is to evaluate the shallow soils (and <br /> groundwater, if encountered) for the presence of contamination associated with the use of <br /> the Paul's Cleaners tenant space as a dry cleaner and the associated use of dry cleaning <br /> chemicals. <br /> WORK PLAN PAUL'S CLEANERS AT RALEY'S STOCTON <br /> PAGE 1 NOVA PROJECT NO.B13-0472 <br />
